They will defend themselves if they are directly attacked, but they won't even follow my character around anymore, I have made sure that combat tactics are enabled, and this problem isn't fixed even when I restart or reload the game.

I have the same problem. party members wont follow me and they dont defend themselves. I have to do everything manually. tactics are enabled.

pressed hold party toggle by mistake? I think its on one of the keys on the keyboard like "h" might have pressed it by mistake, there also two icons below all the portraits, one for select all and the other to hold party/move freely.

If the toggle doesn't fix it then, do you have the toolset installed? if so go to the stickied Troubleshooting FAQ and look for "Fixes for strange issues..."
