There was a rumour yesterday that the FFXIII trilogy would come to PC when this image appeared on the portal site.
 
The first instalment is now available for purchase on Steam for $15.99 and is set to release on October 9th:
 

 
According to Kotaku, Square Enix plans to release FFXIII-2 and 'Lightning Returns' "in the coming months." It also says they're slated to be out "by spring 2015" so make of that what you will.

According to Square Portal, the last instalment in the Final Fantasy XIII trilogy, "Lightning Returns," should release sometime during Spring 2015 for the PC. Here's the link:

I would say 'no.' I think it's fair to say it's similar to "The Last Remnant" but with more cutscenes and less customization options (somebody please correct me if I'm wrong).

Uh it's complicated, opinions are rather split on the 13 trilogy. I would wait for the inevitable sale.

XIII and XIII-2 are hybrids of JRPG with RTS elements while Lightning Returns feels like a RTS x Action game hybrid. The story is either the best or the worst thing ever depending on the players. Personally, I like to consider XIII's plot canon and the rest like a bonus story for fanservice material in all it glory... or failure... depends on which side of the fence you are. I still enjoyed XIII-2 and LR even though their plots were weaker and made a lot of people raging. If you don't mind cheesy elements and angsty characters, go ahead.

I would suggest trying before you buy with this one if you are unsure as 13 tends to be a hard split with gamers.  Even my area there are people that enjoy it or people that hate it with a passion.

If it doesn't, I'm sure some clever modders will find a way. They always do.

Look like many game are coming to PC now. I was also quite surprised to see Unity being released on PC at the same time of the console.

I don't know if I'll ever understand the hate-love thing going with FFX13. Ever since it came out I've seen nothing but an endless spew of hatred. Then it's an endless spew of hipster contrarian celebration. Meanwhile, it sells millions and millions and actually more in NA in Japan.

 

My advice is when you see people playing something greedily and continuously, then finally popping out and going out of their way to demonstrate how horrible it is, there is probably something there worth playing.

 

Honestly I'd compare it similarly to later Bioware games, not nearly as gripping as the founding games, but you still got some pretty cool stuff here and there. Lightning, for instance, but I'm not sure about the games around them. It seems better than FF8 and FF10 to me, frankly. It can't rekindle old school magic like FFX12 did though (despite all it's problems).
