The fulton balloons make absolutely no sense any more than they did PW or Snake Eater,
PW is one thing but Snake Eater? The Fulton portrayed there was not silly at all.

Apparently, the Soviet Border is only 40 miles from where Snake is. So he would drift outside of Soviet airspace and get picked up by the C-130.
IIRC Snake only had a broken arm and leg and he could still function, it's not like he's a cripple.
The balloon is just as silly as that of the Soviets riding hovering platforms.
Well apparently the CIA(which Fox is part of in the MGS universe) is silly because they were the ones who invented and successfully used the system during the Cold War and after.
In fact, the Cold War itself was silly, the Soviet hovering platforms were obviously fictional analogues there were based on the real world US Hiller VZ-1 Pawnee, but were rocket powered to differentiate them.

You meant to say that Fox is part of the CIA - I'm not arguing that the fulton system doesn't exist, I already knew it did. I'm arguing it's implementation in the game and how it works is silly - Kojima plays a lot around with facts and fiction, to a degree where the player would have either given up or stop caring about the difference. In retrospect, Snake Eater is bundled with several examples where the historical and fictional intermingle. Zero mentioning Sokolov’s missile development at the OKB-754 Design Bureau and Yuri Gagarin’s first manned space flight in the Vostok Rocket in the same breath highlights the use of hyperreality by intertwining people, events, and technology all in one indistinguishable package. Snake Eater is littered with these comparisons, showcasing the consistency in which the thread of hyperreality is used throughout the game.
By the time the game introduces various military developments such as miniature nuclear shells can be launched from a portable device or vertical take-off and landing (VTOL) aircraft that individual soldiers can utilize to traverse over mountains, it is so late in the game experience one would have already given up on distinquishing the fantastical elements, ala the Cobra unit. It's not bas that he's doing this, since he does it so well that it would take hours of research simply to discern which details in the game are historically accurate. It stands atttest to Kojima’s mastery of the postmodern narrative and the use of hyperreality.

But out of everything that is present in Snake Eater, I think the Fulton system is on the non-silly side of the sliding scale of silliness.

It's important to note that Kojima has a tendency to tie almost any new character's arc to existing characters in a lot of ways -- Say for example Strangelove, who is heavily implied to be the mother of Otacon. Or the fact that Sigint and Para-Medic were apparently younger versions of Dr Clark & Donald Anderson, which I thought was a bit arbitrary and whack. I wouldn't be surprised if the theories discussed in the above video is revealed to be true though.

It adheres to old, archaic video game paradigms. The observed and represented is just a symbolic skin on top of an abstract game rule (pick up the power-ups and rewards).
As for the Fulton balloon, it only carries the wire. It's a small device that basically only requires you to fix whatever to the wire, in this case a harness. When the C-130 hits the wire, the wire pulls straight up for a start. That's not the balloon lifting. Which of course makes the game mechanics even more 'game' convention, since there's no way there's a C-130 coming in ready, immediately, every time.
