Even by Metal Gear standards Quiet's outfit is ridiculous. However I'll wait after the game to make a final judgment on her.
Eh, Fortune w/ less clothes on isn't all that ridiculous to me. I'm not making the comparison because they're both women, but more so because Fortune was wearing a swimsuit on an oil tanker.

Diffrence between them is Fortune had a purpose and personality. She was not there for the annual ****** show.

It's a Kojima game post MGS4. Making judgment on this crappy game is fine.

The B&B unit were uninspired cardboard cut-outs of Foxhound with none of the interesting backstories or characterization. This can of course be said of MGS4 in general -- It's a game that is so racked up in its nostalgia, self-congratulating itself, so that you may not notice the countless leaking plot holes slowly making the entire thing sink. The Cobra Unit would have been more interesting if they'd actually been provided more depth beyond being a boss battle for Snake -- Generally, The End had the best boss battle but even he didn't serve much purpose beyond being an obstacle. Foxhound and even a few members of Dead Cell, were provided with plenty screen time, character depth and a purpose beyond simply being obstacles, though in retrospect, once you figure out the concept being the Big Shell and everything their purpose makes sense and they become all the better for it.
Kojima tends to always write his female characters as shrieking mimsys in a relationship with a bellend, with the larger exceptions like The Boss, and they are all tragic characters who usually need a male to save them. I'm of course thinking of Akiba in MGS4, which was about the most retarded thing ever was to make a joke character into an all bad-ass action here, whom Meryl (an experienced soldier) need to heavily rely on as opposed to him relying on her. And then you have Strangelove in Peace Walker, who for some reason has a crazy infatuation with a woman she hardly knows and that's about all there is to her. Blergh
It's by the time of MGS4 where I just had enough of Kojima's dumb writing, stupid villains like the B&B and Hot Coldman. The man needs an editor, then he needs to move on to something else, most likely Hollywood, because the production of his game sometimes feel more or less like shameless pandering to his good friend Avi Arad or whomever.
I'll always love MGS1-3 though. Awesome games, no sequels would make them any less so.

I find it hillarious that Bioware forums are complaining about female characters lacking clothes. Yeah, let's forget about Miranda in high heels and latex suit or Jack who goes into fights topless.
All the gameplays that were shown so far are top notch and i can't wait for it regardless if i see a half naked woman in the game.
And people also tend to make presumptuous statements when they quite clearly haven't read what has been said, trying to derail the discussion away from the subject matter, when it involves negative criticism of their favorite thing.
I get that though -- It's clear the subject doesn't matter to you, or a lot of people, but it doesn't really make it irrelevant for discussion when it's a valid thing to talk about.
Anyway..
We are not talking about whatever BioWare does here -- We're talking about what Kojima is doing, not just with female characters, but with this franchise. To me the gameplay feels more or less like something out of Splinter Cell, where the action and ridiculous additions like vehicles, take precedence over opportunity for stealth, which is essentially what Ground Zeroes encouraged a lot in its gameplay.
But I think the biggest beef is the insistence on Kojima panding this franchise out with so much hamhandedness that its barely recognizable anymore, terrible handling of tying plot threads resulting in awful writing, and he certainly doesn't seem to have a problem with shooting more plot holes into the mess that is Metal Gear.
But, whatever, he can do whatever he wants so that one day, maybe Hollywood-senpai will finally notice him, if this is what it takes.
Don't really care for discussing it anymore. I've had my share of futile discussions around Metal Gear to last a life time.

In regards to Quiet's outfit, here's my in-universe take on it.
Quiet needs direct sunlight to activate her abilities, much like the End. This explains why when she was captured by the Soviets, they covered her up and she couldn't escape using her powers.
Regardless, Quiet's outfit shouldn't make or break the game.

Anyway when Quiet shot that grenade in mid-air and took out that Havoc.....oh.....oh...I needed napkins.
Also I did not expect Africa to be as big as Afghanistan and perhaps even bigger, can't wait to get lost there.

Seeign as I criticized Miranda and Jacks outfit, I don't see your point and the gameplay looks like a crappy TPS with slapped on stealth.

Lol I'm good, I'm not attracted to her appearance. More so her skill. She shot a grenade in the air towards a helicopter. That sealed the deal of her being on the battlefield. Unless somebody more cool comes along. She's modeled after her voice actress anyway.
