Like ninetozero said, it's tough to say. What's good for one faction might be bad for another, and it can be difficult to forecast what the ultimate consequences might be.
Just look at this thread. Some people think Bhelen is a terrible leader, and others think he's the best thing that could have happened to the dwarves. Some think the Architect should live so that peace can finally be achieved, and others think whatever plans he has may destroy the world.

Indeed, sometimes its best to show foresight in the managing of resources, i wasn't speaking of killing the dog there, only when it would have been viable.
I often patch dog up, though upon occasion i have done otherwise.
Though i do have to wonder if compassion is occasionally a weakness that enemies will exploit if it is witnessed, then again maybe it's best to just do it as a whim.

I personally don't see the Anvil as embodiment of evil, and the only thing that make it good or evil is the person and their intentions when using the Anvil. That said it doesn't matter if Bhelen gets the Anvil since he come to an disagreement with Branka and it led to the Anvil & Branka's golem separate from Orzammar again. While Harrowmont with the Anvil also led to disagreement with Branka, but this time Branka raid the surface and kidnapping people which led to Felderen besiege Orzammar. In this case Harrowmont & Anvil is the worst case scenario.I actually vastly prefer Bhelen as king to Harrowmont, he is in my canon world state. But not with the Anvil. I think he would be more unscrupulous than Harrowmont with it, and might consider Branka's methods justified. As far as ideal world situations go, for me it would be
Bhelen & No Avil > Harrowmont & No Anvil > Harrowmont & Anvil > Bhelen & Anvil
