A Gibbed Dragon Age Save Generator for Dragon Age 2
But in my opinion it is very buggy and doesn't save your choices properly, so I don't use it anymore
Unless your asking for a generator to plot out for Insquisition, thats what Dragon Age Keep is for

The GFF editor works a treat, though it is fairly involved with editing the whole of the save. You can edit your stats, powers, armor rating, magical abilities, etc.
