So I'm replaying Awakening in the Ultimate Edition on steam, I head off to Amaranthine to look for his sister, yet she doesnt show up.

 

Anyone else encounter this? I'm rather reluctant to continue on playing at this point.

Awakening has tons of bugs, making multiple, separate, saves might help.

 

Personally, I wouldn't know about this one, I always hang Arl Howe's son.

Not sure how saving will work. Might try and load an earlier save see if it fixes it. Funnily enough no-one else has had this problem before, yet I know I'm in the right place.

That doesn't mean you can't be the first unfortunate one.

Has he actually said anything to you about taking the time to go see her?  Also I seem to remember there being an issue with another quest (the crazy mage one don't remember the name) being active at the same time she won't show.  If there is a mage talking to itself where she is suppose to be that is your problem.  Finish the mage quest zone out then back in, going in and out of the inn should work.  If that doesn't help I am not sure what else it could be.

Oh yes I know I answered my own question there. I tried it once before, as I thought chasing that guy around the city may have made me miss it.

I havent activated Anders quest yet and I don't have the elf mage either. This is a very early currently.

If you haven't done the quest to chase the guy around Amaranthine she won't she up until you do. Then leave and come back and she'll be there

I ran into this and how I go it to work was I was in the middle of another quest that I had to go into the inn or something and she showed up. It might not be helpful and I hope you get it to work. 

 

I also ran around the city and it's how I go most quest npcs to show up.
