I don't think so, since the problem is not actually with the Keep but with the BSN. I also had a lot of problems getting my characters to sync properly (in my case the problem was that the debug console was enabled). Maybe something here could help you.
Yeah, it can be a little difficult to upload some of the wardens. Usually the character creator will get it to work though. I got a Warden to show up by importing her into Awakening and going through that character creator and she showed up. (I also ended up playing through Awakening...) They don't show up immediately though, so be patient. You can also check to make sure that they will upload properly by checking the profile diagnostics when it does start to upload. If all the checkmarks are green, you're good to go.

Unfortunately, none of the solutions recommended worked for me (I'd seen that page prior to my original post), nor creating a new character in either DAO or Awakening, but I did come across this thread. Bioware seem to be aware of it and are fixing this issue (soon, hopefully):

Apparently there is problems if you install and sync DA2 before DAO (I'd recently gotten a new computer and wanted to finish some saves in DA2 before revisiting DAO). This is because DA2 creates a persona that is too long for DAO to recognize. When attempting to upload screenshots, etc in DAO, the problem also leads to errors such as "Profile Not Found: The requested player does not have any Dragon Age data uploaded". In my case both of these things are happening and I guess they may be related. Hopefully I, and other that have the same problem, will have the resolution soon.
