The Kid who says "Puppie",clearly, what was his story? What was his name? Where did Dog find him? I don't think we'll ever know.
But Seriously....
I would have like to have had an actual conversation with Cailen to actually here his opinion, but I guess not knowing was by design. But Overall I'd say Leonas Bryland the Arl of south reach that always sides with you in the Landsmeet, with the crazy eyebrows. he seemed like a very interesting and potentially badass character, his land contained Lothering so that would have been cool to touch on But Sadly its only one short conversation and the bits in the landsmeet.

As a human noble, I'd love to have seen more of Fergus. I feel like he didn't get enough of the limelight and deserved a little more on screen time (personally).
Otherwise, I'd of liked to have seen more of Ser Gilmore (I had a minor crush) and honestly I'd of liked to see a bit more of Riordan before he bites the dust in the end.

Of the ones mentioned already I'll repeat...
Daveth- well-voiced enough to feel like a substantive or even needless loss from the game. So missed in the pre-Leliana period when you otherwise have no rogue skills if you're not a rogue yourself. (I don't use the "Lock Bash" mod...)
Gorim- also well-voiced and likeable, one of the best Origin companions, then ends up an annoying merchant chanter who has only a brief few other lines for the DN otherwise. Too cool to retire early!
Shianni- not well-voiced but a good character the writers seemed to prefer suffering... With her I'd rather a partial rewrite as well...
Riordan- yes, a major character with a unique voice that swings in at the end like a champion Tarzan and immediately hits a wall.
Sarge Kylon- somewhat forgettable, but, yeah, a fun character to interact with who tends to know what's what. Could see him appearing again after some new experiences in another job or something. He reminds me of the spaceship robot in "Hitchhiker's Guide-" there to serve... snarkily.
Ser Bryant- also forgettable and yet a good character I'd like to hope made it through the ordeal.
Felsi- we never really did get the whole story from her despite enduring Oghren's side. She doesn't even voice anything when Oghren is speaking about her with her right there in the pre-epilogue scene. But actually she does show up again in Awakenings, so she's not exactly a neglected NPC.
These are characters haven't been mentioned above (unless I missed it) that I liked and would like to have seen better or further developed (though if they have been in DA2 I wouldn't know):
Denek Helmi- the only dwarf legislator who seemed to "get it..." and a gets barely a few lines. Either you lie to him or not- bout it. Wanted more.
Adal Helmi- not sure the relation but a cool-headed and level-headed character, get to fight her in the Provings, and then she stays leaning against the wall the rest of the game as an iconic but unknowable Orzammar background character...
Mardy- not a terribly interesting character, but, sheesh, you have a baby with her and get them both a room with Harry or Bhelen, and all she does is stand in the street forever thanking you. I totally wanted to see my son too, sheesh.
Leske- if he hadn't become a backstabber (against me, I mean). Great Origin character otherwise.
Nadezda- loved her character, well voice-acted, touchingly portrayed, always wanted to be her friend, see her get out of the gutter... You know, the woman outside Jarvia's hideout who was a Jarvia thug and got crippled by Orz guards and was reduced to begging on the streets... Anyway I liked her in her little bit part. :-P
Zerlinda and Ordel- neither interesting characters, but the story I liked and wanted to know more of. Ordel was an annoying traditionalist who could relent for love of his daughter despite what it would do to his favor in Orzammar. Wish I could find out how that went and follow up with them. Or you could send Zerlinda to the Surface... So how did she do?
The Dwarf Commoner's Dad- the hell happened to him?? You learn at the beginning he went to the Surface for uncertain reasons, but then I spent the entire rest of the game speaking to any male dwarves I found in order not to miss "accidentally" finding Pops... but nooooo. I was convinced it was Dwyn, kept trying any and every convo option, but... heh, no... since as a female you can offer sex for his swordarm.
OK, so that was, like, all dwarves... Should I mention Hespeth? Creepy and doomed, but almost mythical in her appearances and eventual vanishing. Where did she go? I'd mention Merrill with that sexy voice, but obviously they did do something to expand her story... *wince* Oh:
Slim Couldry- wily and inexplicably well-connected fellow... Who the hell was he really? And how did he and his abundant family manage through the destruction of Denerim?
Ser Landry- didn't like him but I always anticipated him showing up later if you don't kill him. He basically warns you he'll be back, but then never returns. Wassamatta? Chicken? And he's Zev's other personality! At least his voice actor appears to be returning in DAI...
