Well you answered yourself.

You missed the part were, I said that's government do abuse their people like TTX said like during the Cold War or Japanese internment camps in ww2 in America. I am not debating political stuff so this thread doesn't get shut down.

I'm not stupid, I know very well stuff like that is going on, but it's in more limited numbers then a king burning a village because they spoke against him.

The qunari had not retreated to the piece of land alloted to them. Therefore, they were in violation of the treaty and thus continued hostilities against which Rivain had a right to defend itself.

First of all, your argument hinges on the exact wording of a treaty we've never seen. Rivain did not demand they take their converts with them, believing they could return them to Andrestian faith. When that failed they killed them.

True, we don't know the specific wording of the treaty but the codex tell us that one of the Thedosian demands was that all qunari would retreat to Seheron and stay there.

Practicioners of the Qun are, by definition, qunari. If the converts in Rivain refuse to abide by the laws and customs of Rivain, they they must leave. If they refuse to, then they must be made to. If that is not enough, then they must be killed.

Anything is a violation of the treaty and a threat to the security of Rivain as well as to the integrity of its territory.

According to the code the Qunari only agreed to 'a cessation of hostilities'
Rivain converts are not mentioned, and if they didn't attack they didn't violate the treaty.
