I would probably pay up to a few hundred max, depending on how intuitive the tools were and how powerful.

I doubt a paid-for toolset would really work. Only like ~0.1% of players are mod authors so there's clearly not a market for it.
In any case, only one person needs to buy a toolset and then he could ask for help from other people to do work that doesn't require the toolset. E.g. 10 people each contribute an armour outfit made in Blender, 3DS Max, Maya, whatever, and then passes on the meshes to the guy with the toolset to integrate into the game.
EDIT: I'll also add that it really sounds like EA and BW are being greedy about this. They don't want mods because they think people won't buy new DLC item packs and new companions if you can just download a mod for free. Bethesda and Projekt Red aren't scared of this because they make quality games which don't rely on cheap gimmicks like DLC.

A number of mods on Nexus state they require a particular DLC. Because many mod authors just recycle assets found in the base game or in a DLC. By not purchasing the DLC, you run the risk of mod incompatibility.

Yeah I'm calling BS on the people who claim mods eat into profits. BioWare themselves were still making returns on Neverwinter Nights premium modules for years after the game's release.

Some posters like to use the mods eat into DLC sales so they can paint EA/Bioware as greedy corporate giants. The point is the use of the Frostbite engine is simply one of economics for EA/Bioware. EA already owns DICE that created the Frostbite Engine. Why would EA pay some other company royalties to use that company's more mod friendly engine?
I am sorry to point out that the PC market represents a smaller percentage of EA sales compared to the consoles. The modding community is even a smaller niche in that percentage.
It is simple economics that you do not throw resources at an action with at best a minimal return. It may gender goodwill among the PC audience but that has to be weighed against the actual cost of obtaining that goodwill..
The bottom line is that EA/Bioware is a company that has to make a profit and not only for the owners of the company (stockholders). That profit allows EA to pay its employees and make more games.
If EA/Bioware does not make a decent profit on DAI that will be the writing on the wall for the series.
I doubt we will get one, which is a shame. It would be nice to see some texture import / exporting at the very least so people can do different armor styles and the like. Maybe they could work a system in-game for that type of thing.
DICE have said in the past that modding FB3 is difficult due to complexities and they are afraid of what might happen if they let people unpack the code. I believe the latter is a biggest reason for non-support because they want to protect current and future games. Modders are actually technically capable, so saying it is too hard doesn't make any real sense.
Honestly, I just want to be able to swap out the player's model and skills. I like experiencing what it is like to be various creatures in combat. Console commands could do that, but no one will give us a yes or no to their presence. ![]()
