I believe Luke was just stating the fact that of all the world states that there could be, the "horrible people" state was just something he was not interested in and that some people who play Dragon Age, like myself, would be because it appeals to us. Not all people want to be the "evil" protagonist, so there is no reason to criticize someone who doesn't think the same way as you do. But as you say, "to each there own."

I'm not criticizing him for having a differing opinion, I'm criticizing him for calling those who have A differing opinion horrible people, and now you're calling them evil. Carry on like that and you're bound to draw criticism

I was describing the Warden and Hawke as horrible people, if they specifically targeted mages and non-humans.

As far as I can tell, the pro-templar and pro-human camps in Thedas have generally been unkind (to say the least) towards mages and non-humans. I can't imagine all that hatred, fear, imprisonment, murder, poverty, and slavery being particularly good for them.

The Horrible People world state: a human Warden and Hawke who are both pro-templar and pro-human, harming as many mages and non-humans as possible just because

 

I have no intention of using that world state, but I'm sure there are plenty of people who will.

I have an Surana who Annulled the Circle to make sure no blood mages got out, and gave the throne and the Anvil to Harrowmont. I can't really say he was pro-Human or pro-Templar, though: he Annulled the Circle to make sure no blood mages escaped despite being a blood mage, teaching Wynne blood magic, and taking Wynne with him after giving her blood magic. He also destroyed Amaranthine and defiled the Ashes. (It took some doing to keep Wynne in the party and Leiliana in romance while doing so.) I was thinking I might make my Keep-generated-cooresponding-Hawke be the same way to whatever extent I can.

 

I also intended to import a magic-obsessed Aeducan, who'd taken the Templar and Reaver specs so that she could become a mage in all but name and made all of her recruitment decisions based on what would make her army as magically powerful as possible. (Whether or not I use her depends on whether I beat Awakening with her, since I don't want to edit any of my Wardens with the Keep except insofar as the Post-Awakening DLCs go.) So, that playthrough will have the Ferelden Circle and the werewolves still around, and more golems being made.

It depends on what story I want to tell.  I like a lot of callbacks, so if my warden is Dalish, Hawke will be romancing Merril. 
 
A favorite to play is romancing a Lady Cousland to Zevran but marrying Alistair. 

  that's one of my favourites as well.

My current favorite is titled "Chaos" and it includes all of the choices I found morally ambiguous. Behlin has the Anvil, Anora rules alone, etc. It won't be my canon, but I'll have fun with it.

D: No fighting guys. Cullen and Carver could be examples of pro-templars that are kind to mages. Maybe even Cassandra if she counts. Then Wynne, Bethany, a bunch of people in Origins, Vivienne and the Warden could be pro-circle mages who are not unkind to anti-circle mages necessarily. Be happy. Inquisition will be the best of both sides. (:

I'm talking about the openly anti-magic and anthropocentric Chantry, as well as the many human-dominated countries in Thedas.

 

No amount of individual outliers within the Chantry or the governments of these countries changes the fact that their actions and policies have been inherently biased against mages and non-humans for hundreds (or thousands) of years.

I intend to make world-states around a theme. Some of my Wardens and Hawkes had been made that way (and then their personalities extended in ways I thought fitting for the main concept) so I have most DAO and DA2 decisions already in place and just need to enter them into the Keep. Here's what I've planned for now:

 

*The Mage Revolution.

A world state where every possible decision was made in favor of the mageborn and every magical mystery I had the option of destroying was saved. Anvil kept, DR done, Architect spared. That does, btw., not mean I'd let someone like Caladrius go. That would damage the cause. I also killed Anders in order to make him a martyr as he intended. (mMage Warden Eorlin Amell, fMage Rowan Hawke. LI Morrigan/Anders). Continued by: fMage human Inquisitor Maelyn Trevelyan. This is my primary worldstate I'll likely end up refining through more than one playthrough of DAI.

 

*Status Quo Is King

More or less the opposite of the first, a thoroughly pro-Templar world-state with philosophically conservative decisions. I'll be thankful for the Keep because in-game, I can do every other pro-Templar decision but can't do the two Annulments. (fCE rogue Warden Safira Tabris, mMage Darian Hawke, LI Leliana/Isabela).

 

*Pragmatic Victories

A world state where every decision was made with a consequentialist mindset, with one or two exceptions I couldn't bring myself to do and won't care to change in the Keep.  Not a very strong theme, this is more defined by my protagonists' stories. (fDN warrior Warden Marada Aeducan, fRogue Malién Hawke. LI Zevran/Fenris). Continued by: fRogue dwarf Inquisitor Rune Cadash

 

*Down With The Qun

A world state where decisions were made with an eye on how they'd affect the memetic and political power of the Qun. Not too different from the Mage Revolution but I also sided with Varnell and Petrice and didn't bring Sten his sword back. Otherwise mostly different in the protagonist personalities. (fMage Warden Idris Amell, mRogue Garrett Hawke, LI Alistair/Isabela). Continued by: fMage Vashoth Inquisitor Velyss ex Adaar.

 

*Rise to Power

A world state where protagonists ended up as rulers. Warden married Anora and became king, Hawke became viscount. In the decisions that don't matter for that, mostly a mix of pro-mage and for-science decisions I didn't make in any other world-state. WIP. (mHN Warden Sharn Cousland, fWarrior Marian Hawke [default, Keep only], LI Morrigan/Merrill). Continued by: fMage elf Inquisitor Lilaeya Lavellan.
