On rank 6 TECH VULNERABILITY: you may have Sabotage (when used) deal 100% more tech damage to affected enemies for 10 seconds.
Does a weapon with Disrupter-Ammo count as a tech damage on enemies? I ask this since the infiltrator's heavy melee counted as a tech damage so I wonder if this works as well.

It should not, but I have not tested it to find out. It may be hard to test without tool assistance to extract numbers.

As far as I know the answer is no, ammo damage is simply a generic type of power damage and as such doesn't gain any tech bonuses.
Tech Bursts (and FEs and presumably CEs) from detonating combos set up by Disruptor will gain the bonus though.
