The setting of Thedas - again - does not allow for plate-kinis. It does not allow for Triple E boobed warrior women. Yes, Isabela can be buxom because she's a pirate rogue, Morrigan can be sexy because she says "screw society." But those are the exceptions, not the norm. I'm proud of Bioware for not catering to the "I want bewbs" masses.
Does piracy increase your breast size?
It made sense for her character. It doesn't make sense for that option to be common. I'm pretty sure I didn't need to spell that out for people.

It makes sense to have the ability to have larger bosom. Every woman is different. And I personally if I had the chance I would want to have large breasts, IRL. I mean why not? I hate how Hollywood looks down on large-breasted women, why you almost never see women with a big bosom getting a lead role in a movie, triple A movie I mean. Because people in general seem to think large breasts = stupid. Which is just ridiculous. Breast size have nothing to do with IQ.
That we don't have this option in DA:I have said to have to do with resources and time. Is why we only have a single body type for every race. I don't think it has to do with Bioware wanting to only listen to the crowd that sees it as objectification simply because of large breasts. If this where true, Sims 4 would be very objectifying...

He is not even a rouge either... to me it was acceptable for Isabela, since her fighting is based on deflecting with her daggers or dodging the blows. Iron Bull will be getting hit a lot.

You can put Morrigan in full armor too. But i expect Iron Bull will be fine either way.
When I do make a female character my only problem is too often there is no middle ground. Having only a cleavage window in armor doesn't make it sexy, but neither does her wearing nothing but a metal thong.

Then how do you explain Morrigan? Perhaps the game would of been better with her in a frock? Or Arbieth, for that matter. And CRPGs generally? Um, Annah anyone?

Breast talk? I think designing female characters with different breast sides would be best. DA games kinda does this already. In some games there is slider for breast like Saint Row (though it's "sex appeal" and apparently small breast can't be sexy and big has to be sexy

Well no, because breasts are not genitalia. But people in general seem to think they, women's breasts that is, are. And thus compare them.

The cleavage window also takes away from the seriousness of the character.
I don't have anything against stylish armor. But you can have armor that's both stylish and reasonably practical. Cleavage windows are not practical.
Still catching up, but wanted to reply to these two points - the reason I don't mind it is that the males tend to be equally as tragically dressed. Wei Yan's entire abdomen is constantly on show, despite him being characterised as a berserker melee fighter who gets in close and personal. Same with Deng Ai - his sternum is exposed to show his manly chest, and his armour reveals most of his arms and legs.
To contrast, Wang Yi has always come across as more of a tactician you can play as, à la Zhuge Liang or Sima Yi, rather than a protective tank, like Zhou Tai or Huang Gai (whose armour is also very impractical, usually being portrayed as showing off all of his chest). It doesn't seem particularly egregious to me, within the context of the game.
