I will admit, I'd cringe if a hornless male Qunari was forced into this hair faux pas. Hopefully hornless males can be completely bald.  Or even better, have a mohawk.

That's a good point, and makes more sense than clipping alone being the issue.  

Maybe, but that doesn't seem very likely to me, as horns would just be a relatively small amount of additional geometry. I could get not going with long hair on any Inquisitor if they have physics or are animated in such a way to cause clipping, but as is there isn't a reason why it could not work other than clipping. My theory is that the hair is animated (doesn't have physics) but would clip with the horns so they chose to make only short hair options for the Qunari in order to avoid making entirely new animations for each hair style. As for why it isn't available with the hornless Qunari either that they didn't want to make the hornless Qunari take up a large amount of the horn options or that it was added after they scrapped the other Qunari hair styles.

Ugh. I thought hornless qunari were born without horns. This looks like either the horns were sheared off right at the scalp or they never grew in.

You're probably right, it just seems like maybe they could have done some different kinds of mohawk and bun styles so the hair would stay far away from the horns even if it's slightly longer.  But I'm not a dev, and maybe this problem is harder to solve than it seems.  

 

As for hornless being limited as well, I imagine they would be reluctant to bring in a bunch of extra options for that one subset of options.

No that's hornless and hairless. It's atrocious. It's also stupid looking with the mohawk too. You can see the spots.
