Maybe the Qunari..are like..those species added last ? like only for cosmetic ? A good exemple is the Specie of Cathar that was added after alot of peoples asked for them in Swtor . Which resulted that no npc in the game notice them for what they are . So you could be a cathar , but they didn't change any of the dialogue for them .
Please rethink qunari hairs.. or lack of them!

I do agree, tying hair to horns is not a great choice. What if I like one hair style but a different horn style. That is not the best.

are hair options locked in? Bc the lack of medium/long hair for Qunari ladies is really disappointing
Locked. Sorry to disappoint.

The answer to which one is more important to the race as a whole is easy, given that many Tal-Vashoth (for example every single one that appears before DA2) apparently cut their horns to the scalp.
Except even the shaved nubs don't get longer hairstyles.
If the longer styles were restricted to hornless/sawed off I'd get it.
But they're not.

Have people tried asking the devs why they chose their decision yet?
I have a few hours ago, but have yet to get a response.

Yeah, the hairstyles are pretty horrible. I was really hoping for a shoulder-length hairstyle that's swept behind the horns in a way, not... cornrows, bad wig, and baldness. It sucks because I had planned on making a female Qunari Reaver warrior but with these hairstyles I guess I'll just play an elf. They seem to have better hair options.
The rest of the CC is so amazing, I mean we even have an option to edit Adam's Apple and ear lobe size - but we only have 4 hairstyles for Qunari?
Same except human instead of elf =/
So disappointing but Qunari lady will be shelved until there's some non garbage hair.

And it unfortunately makes adding new hair models more costly, since the hair has to be created with each horn variant, so that's 5-6 new models instead of 1 per style. So even if some enterprising modder decides to make a new mesh, there's nothing to say that they'll create it with a horn variant you like. It makes the system a little clunky.

While I can understand being somewhat miffed about the hair options, I think it is important to keep in mind the mindset of Qunari. They seem like a very utilitarian society, why would they even place value on flowing, luxurious shampoo commercial hair? Perhaps long hair would be restricted to someone in leadership, like the Arishok. I think that a group that values conformity, practicality, etc would not waste time with something that is only decorative. This is shown by the focus on cornrows that does not need to be styled daily, or something like a bun that takes only a minute to pull back out of the face.
Maybe we will learn a reason in the game, or maybe the decision was made to focus more on customizing humans, since they are the most commonly played race. Either way, I do not see them changing anything at this stage in game.

Yeah its kind of a dirty way to make the CC, but it is what it is. This is all you can expect at this point. They aren't stupid they knew how people would feel, but that was just a choice they had to go with. Just have to accept it and move on.
Having YOUR character the way YOU want them is obviously a huge part of an RPG game. This is going to be one where you MAY not get that. We still have MP though and luckily I'm primarily a MP gamer so this stings me a lot less than others....it still sucks, but i'm glad I didn't have all my eggs in that basket.
It could be worse. It could be DA2
(that game was so bad I swore off the DA brand....seriously. It wasn't until MP rumblings that I came here)

As someone already said that would make it more costly, they would have to rework all the hair just to make it work

We aren't part of the Qun, so it doesn't matter what their society does since we aren't a part of it.

First our qunari's not Qunari and second that didn't stop Tallis from having long tied back hair.
Actually now that I think of it Tallis hairstyle if you remove the bangs would go fine with a femqunari.

But we're not playing a follower of the Qun, we're playing a Vashoth mercenary in a band of Tal-Vashoth.
The Qunari we've seen have all had long-ish or nice hair, anyways. Arishok, the Tamassran in whatever that comic was, and the generic Qunari men in DA2.(I think they had shoulder-length hair, can't remember)

All well and good if we were playing a qunari that is or was previously part of the Qun. But we are not. According to the devs, we are playing a qunari that was born outside of the qun. And anyways, Tal-Vashoth shave off their horns as a means to give the Qun the middle finger, so why not grow their hair out long too?
There's really no reason for the lack of variation.
If Blizzard, a company notorious for not "doing enough" according to people, can give Draenei (a horned race) at least 12 different hairstyle without omitting horns, then BioWare can too.
Hopefully there will be DLC that adds more character customization. Because, even though I hadn't planned a lady qunari, this just makes me not want to make one at all. :/

Have you seen concept-arts? Have you read comic books and World of Thedas? There's not a single qunari (by faith as well, not just by race!) woman with short hair. And not only that. They often have elaborate hairdos with ribbons etc. So up until the CC for DAI it seemed like it is a thing for qunari women to have lush long hair with elaborate stylings.
Not to mention, we play as person outside of Qun, so we may wear even some silly orlesian hairstyle with birds in it if we wish.
