You aren't getting the point. When did the devs say that they could implement the hair, but they chose not to? They didn't, so you can't say there isn't a reason why it's not there.
Also, I may be a lot of things, but I'm not going to bait someone over hair. I'm genuinely surprised one can be angry over something I consider the least important thing about a character in a combat situation. The game is an RPG with customizable characters. You're implying that the player must be coerced into what all qunari supposedly want as a hairstyle. That defeats CC and it invalidates all qunari we've been exposed to in the past, minus IB.
And that is understandable that you're surprised that a player would be angry over something you find to be the least important in combat. But just because you're surprised (due to the structure of your *own* priorities) does not invalidate the responses from other players. Combat is part of the game. It is not the entire game. Aesthetics, style, customization, and fantasy are also part of the game.
By the way, many warrior races (both real and fictitious) have placed importance on hairstyles that weren't crucial in battle. Look at klingon hair.
