Honestly, in my opinion, if you compare the hair textures of the other races to the skin textures, there is no comparison. Even though the hair is nicer texture wise than Qunari hair, and has more variants, it doesn't hold up to the skin textures. What does hold up, however, are the horns. Which are immaculately textured and blend perfectly into the skin.
I'd rather have badass horns of all different shapes and sizes that look fantastic than fewer horns for some hair that won't be up to snuff either way.
Not all the horns will please all the people. There are only 2 or 3 that I like, which is a decent amount. But zero hairstyles appeal to me. And that's zero out of four. If I was unhappy with ten (well varied) hair options then that'd be on me.
My priority is hair - with any character. It's part of the reason I don't have much interest in playing an Argonian in elder scrolls. But that's ok because I've never seen an Argonian with gorgeous hair (and that would look hilarious since they're NOT mammalian/simian).
But qunari are based on simian/mammalian structure - very close to humans, dwarves. and elves. All four groups have fingers, toes, nipples, facial hair, genitalia, buttocks, knees, elbows, and skin in the same places. And I've seen countless qunari with acceptable/attractive hair on their heads.
Elves are unique in that they have pointed ears. It's so unique that the people of Thedas disparage them for having "knife ears." I'd be pretty peeved if they gave me dozens of ear options/ear jewelry but only four sh*tty hairstyles. (My point? The elves' hairstyles ARE up to snuff.)
The truth is that we should have a fair amount of hair vs horns. Maybe they could've scrapped some of those broken horn options (we have plenty). Or scrapped a studded or nonstudded pair of horns.
