Not at all, direct contact with the physical substance leads to rather unfortunate side-effects for everyone, but especially mages.

Lyrium can explode; its used Dwarven explosives.
So obviously it can be enriched to the point were it and other active components can effectively be explosive.

Gas; makes sense.
Direct inhalation and skin contact.
More vectors for it to spread over; increases lethality over all.
But how to get it that way...maybe configure along the lines of those annoying smoke grenades, have lyrium sand or dust be carried along with it.
But the issue with that is, how to propel the fragments over an area and just not have them disperse over the point of detonation.
Remember this is going to be carried in a rocket; one that is likely going to be configured to explode on a fuse system when its in flight.

I think i have an idea.
Secondary explosives to propel the lyrium.
I was planning for such a thing to help disperse the Qumak but it would presumably work for this as well.

I was actually going to use a very primitive european method; involving having the projectile straightened across a wooden beam and fired directly upwards on an arc towards the general direction of the target.
Directed fire though would, at least in your proposed method require one hell of a Ballista.
Like a massive one, this isn't going to be a large rocket but it is going to be a rocket.

Mass production of Gatlock is a given but there are other issues as well.

It actually isn't going to be a "giant explosive" the explosives are components to disperse the lyrium, and they are gatlock.
So in truth you wouldn't need very much lyrium at all, just enough to be spread over a area of a few hundred meters.
Oh and Tranquil mages thank you very much will be handling the final preparations of the device.

biggest problem would be templars breaking into the armoury to get their fix.
how sad would it be to launch a bunch of bombs only for them to do nothing due to the divine junkie army sniffing the catalyst.

Why would they do that when they are being provided lyrium?
I mean clearly they need weekly if not daily dosages of the material sure, but if that was provided wouldn't that actually be a more evident problem?

Considering that lyrium smugglers build a tunnel in DA2 to get the fix to the templars its rather big business and the whole concept of disciplined templars is one of the funniest jokes i ever heard from you.
