Where are these referenced?

Asunder and the Calling if i recall correctly.

Wynne mentions them briefly in Asunder in so far how she informed the other circles of the Divine's decision if i remember right.

To an extent perhaps? If this is hostile territory most of these boons are going to be mutual for both Tevinter and those trying to evict their force from Estwatch.

Granted.

The Chantry's influence does not extend to Seere, of this I can assure you.

I will require citation on that.

I see now, "sending stones" they are called.

WoT:

"Because of its location and the lack of Chantry authority beyond Dairsmuid, Rivain is a favored home of raiders and those who wish to skirt Chantry laws common in other human nations."

Mmm so basically in place of folks who might actually turn the Tevinter's away out of some zealotry driven spite you have folks who would let them in for a sack of gold?

Point being though; this is assuming the Qunari even bother chasing them beyond the Northern Passage.

If Seere were a raider settlement, perhaps. Regardless, a sack of gold means little when they can't offer protection from the Qunari either way.

It's an assumption that they'd even be able to avoid conflict, especially if there are Qunari patrols near Seheron and along the Venefication sea.

With a fleet large enough to dominate the east? Unlikely.

See that's the thing though; They don't need to do anything beyond offer the Tevinters ground to go on; The Qunari can bombard the settlement all they wish, but until they actually you know LAND troops they can't do much beyond that.

And once they land troops? Well its a second invasion of Thedas; sound the horns and all that jazz.

Actually i'd recommend just enough to take and secure Estwatch personally.

More ships can be constructed on site; the harbor likely needs to be expanded and repaired anyway.

All the Qunari have to do is blow Tevinter's ships to hell >_>. No landfall required. I mean, if you want to be flexible and just turn it into a little vacation to Rivain that's fine but I don't think annexing Estwatch is going to be possible by that point.

Is "just big enough to secure an abandoned Estwatch" big enough to fend off the only force to have inflicted a major defeat upon the Qunari's dreadnaughts?

It will be once the fortress is repaired and the sea wall raised.

And that's assuming that the Armada actually noticed the arrival.

For a group of people whose trafficking goes as far as Brandel's Reach... Estwatch is a stone's throw away in comparison. This entire plan seems to rely on too many assumptions and lucky coincidences to actually be a game-changer by any stretch.

Three centuries since what? The Qunari wars? Wasn't your plan for them to move in during (or immediately after) the Qunari wars, which is what put Estwatch back on the map in the first place? Or have you suddenly moved this plan to just before the present time in the Dragon Age?

But no, I think it's more likely that someone comes to learn of Tevinter's presence than not. A visit isn't exactly necessary for that.

*wall of text*

Days passed. The further south they went the more the realities of world came obvious. Refugee mages from all over Thedas seeking safe harbour in the lands of the Imperium. Running from templars brutality and opression. At times they stopped to give directions for refugees who in turn told them many stories of the inhumanity of the templars.

After they had crossed Nevarras border he finally decided that it was possible to stay in a roadside inn without having any risk of being identified. Close to the Minanter river crossing they found a small village. The inn was shabby but was the only option for a dry bed. Rain poured from the dark clouds when he and Nazlik stepped over the doorstep in the darkness of the eve.

Laughter and drunken gabble filled the smoky air. Small tables were placed around the room with even smaller stools to sit on around them. Small bar counter was leaning against the back wall and in its right side there was a stairwell upstairs for rooms, and a small door to backroom. A large fireplace shed light to the crowded space from the left side of the room.  He and Nazlik had their hoods on but still her appearance drew peoples attention. The noise somewhat died down when people started to stare at her. Even alltime busy barmaids stopped their work to look.

They sat in a table close to the fireplace to dry up their wet clothes and  he gestured the barmaid to come closer. After few moment people returned back to their drinking with increasing noise.

Barmaid stopped by him. "what can I get you?" she said eying Nazlik unshamedly. "We don´t see much of your kind here" she said to her like it was a question. "Maybe it is best you leave my wife alone and go get us a couple of beers" he said. Under the table he made a tiny cut in his hand and gestured. For a moment the barmaid looked at him clouded, then shook her head saying "two beers coming right up" and went away. Nazlik glanced him under her hood. "I´m getting a feeling that my presence brings you much unwanted attention" she said. He waived his hand, "nonsence, besides it is a good distraction. A very few people would think a Magister travels with a qunari. Which you are to these people" he continued before she was able to say anything.

While she was drinking her beer he went to the counter. "We need a room" he said strengthening his words with a couple of gold coins. Inkeeper, a older burly old man, looked at the coins and slipped them away, "sure third door in the right, second floor" he said with a gruff voice. He nodded and gestured her to follow him upstairs.

While they went up one of the vague looking customers finished his beer and slipped outside.

In the morning inn´s rooster had just crowd to celebrate new dawn when they came down for breakfast. While they were enjoying their food the door of the inn slammed open. A group of soldiers walked in. They had a dusty, dented and battered armors on but he could easily note the sword and sunburst sign of templars on them. Leading them was a man with flaming eye in the dark chestplate.

Nazlik looked at him cautionary but he just made a small wave with his hand. "Ignore them" he whispered, "we are just travellers".

The group of soldiers stops in the middle of the room. There were no free tables available. Men gaze through the room and see Ukki and Nazlik. Couple of them walk to their table. "This is our table now heathen lover" a big bulky man with flaming sideburns says to Ukki, "take your cow and leave old man".

"Old man?" he responds, "I am not even old enough to be the man who knocked up the two copper hooker who gave birth to you".

Templar pulls his armored fist high in the air but before he is able to deliver his punch something happens. With a whistle one of the Nazlik´s sabres appear on his throat. Templar stoods there suprised and doesn´t move as she looks at him with cold eyes. "What my esteemed wife means is that we would appreciate if you would leave us alone. We are done in a moment after which you can have this table if you so wish for it" Ukki says amused. One of the templars companions slowly pulls him away from the blade. Nazlik sits  down with the sabre still in her hand.

The man with burning eye mark comes to the table "I must apologize for my man, we have just fought a group of bloodthirsty blood mages and.." he stops and looks at Ukki. "most qurious..". "is there a problem?" Ukki asks innocently.

"No. No problems at all" seeker says slowly still eying him. "might if I ask in what business are you traveling?" he asks. "I do since it is not any of your business but, since a mighty seeker asks, I am a scholar form Minrathous making my way to Cumberland to purchase some specific writings" Ukki says. "and this is my wife as you already know" he points to Nazlik.

"Of course" the seeker says, "my apologies for the intrusion and good travels". He moves back to the group.

After for a while Ukki and Nazlik are done. They get up and leave, while passing templars he nods with a sarcastic smile. When they ride off from the inn the seeker steps outside and looks after them with a contemplative look.

About two hours later they stop by a pond they are passing. Sun shines extensively and it is hot, horses are in need of drink. While their horses drink Nazlik fills their canteens.

He stretches his back and suddenly notices a group of riders coming to their direction. It is the same templars they saw in inn.

"Just stay calm" he says to her, "it might be that they are just going to same direction and will pass".

Unfortunately templars turn from the road and ride to the pond.

"You there, scholar!" shouts the seeker to him, "I would like a word with you".

Templars dismount and casually approach Ukki. Nazlik stands like a statue in his right side. Six templars move in a half arch around them. The seeker stands as seventh in from of Ukki. The big templar with flaming sideburns stands closest to Nazlik eying her with hungry eyes.

"I wanted to talk to you again" seeker sais to Ukki, "that is because I don´t think you are scholar". "And why is that?" Ukki asks.

"Well for starters I have not yet seen a scholar who doesn´t cover when a group of soldiers try to take his place in a road side inn. I have some experience in that you see. And then there is the way you speak. You speak like a noble Tevinter man, and noble men from Tevinter seldom travel practically alone in these roads." he eyes Ukki carefully. "I attended once, long time ago, a party where there where Magisters as guests. Strangely enough they spoke like you do".

"That is not so suprising at all" Ukki says calmly, "if you would live there, you would know that everyone wants to sound like Magisters. It is a matter of appearance".

"Maybe..." seeker says looking at him closely. He reaches out his arm towards Ukki like he was trying to find out something.

Suddenly he steps back and points his finger at him "A blood mage, I can feel it!"

Things happen in a split second. Nazlik hurdles towards the templars with sideburns both sabres in her hands. Templar tries to lift his shield while pulling his swords. He is fast but not fast enough. He just pulls his sword out when Nazlik pushes his sword aside with her left sabre and slides the right one over his shield and right through his throat. Templar falls down with a suprised look in his face.

Ukki lifts his hand and the remaining men spring in the air and then slam in the ground with force. Despite suprise these templars are seasoned soldiers. Even on ground they are able to use their nullifying force. Ukki reels back from the strike and feels his power draining. The seeker who has been able to stay standing pulls out a shiny dagger and throws it at him. Dagger hits Ukki shield but the runes carved in its surface give it more penetration power. Blade cuts Ukki in the shoulder. Nazlik flies towards the seeker with sabres whisling in the air.

Seeker have to now focus on her and pulls out his sword incredible fast. They start to fight with sparkels flying form the blades.

When the other templars stumble on their feet Ukki barks "Enough!" and gestures with both of his hands. Land itself rushes upwards and engulfs templars up to their shoulders. Nazlik penetrates seekers defence and srikes him in the shoulder, between the plates. While the seeker staggers backwards Ukki points him with his hand and ground jumps up to bind him too.

"You are a Magister!" seeker cries out.

"Indeed I am" Ukki says, "and this is not the first time you have attacked a traveler. Is it?" he asks. To enforce his question he does a tiny cut in his arm and gestures.

"No it is not" seeker says with dazed eyes, "I have a contact in the inn who regularly gives me information about suspected traveling mages".

Ukki stands there for a moment contemplating the situation. Then he points the seeker who regains his control. "I want you to be fully consious for this" he says. Ukki puts his hand in the wound of the seeker who flintches in pain. Then he makes complex gestures and chants a strong spell. For a moment air and ground before him ripples and suddenly a fiery demon breaks through.

"WHO CALLS ME?" demon shouts. "I do" says Ukki calmly, "you are under my command". "WHAT IS IT YOU WANT?" the demon says after trying to break free of his will. "This is what I command" he says, "you will eat these men. One by one in a fashion that leaves them consious as long as possible. You will eat this seeker last so that he sees what happens. Then you will return back to fade".

Demon hisses disappointed, it knows it has to return to Fade but it is still eager "I WILL DO AS YOU COMMAND".

Seeker looks at it with horror in his eyes.

While they ride over the next hill sounds of horrified screams and pain fill the air.

*Once more, a wall of text. Had to hurry to wrap this up* :)

After couple of days they join a merchant caravan heading to Cumberland. With the company their travel went quietly. In the last evening before reaching the city they camped. After setting up their tent Nazlik went looking for him. She found him sitting on a small hill with couple of small trees looking at the moon. She sits down beside him.

"Do you believe in destiny?" he asks her after a silence, "are we destined to do something in our lives or is all just random results of our random actions?"
"I do" she says silently. "You do?" he asks suprised looking at her.

"Yes. I believe I was ment to come to you. The sufferings in my life I have endured was not the meaning, but a path to find you. When I first laid my eyes on you I knew I had found you. When you entered the room to see us new slaves I saw the good in your eyes when you looked at me. Other men covered before your power but I knew better. And I knew you were the man I was meant to find and love" she says looking at him. You never shouted at me, never abused me in any way. You were always kind to me and even gave me my own room like anyone else in your household". He looks at her like he has never seen her before.

Suddenly she grabs him and pushes him on his back on the grassy hill. "I love you" she says passionately and then kisses him long and softly.
For the first time in since his youth he is at loss of words. He just looks at her silver eyes and mutters "I... I..." and then she is gone. While hurrying down the hill side she says "I need to tend the horses".

He lays there on his back baffled. There is a storm of feelings inside him. The boy he once was died long ago in that stone chamber with his love. In the years that followed something else, cold and indifferent, took his place until the day his first daughter was born. Then he was born again, as a caring father.
But now, Nazlik had awaken something else he thought had died in that bloodied chamber for good. He stumbles on his feet and tries to collect his thoughts.

When he finally returns to the camp he finds her already sleeping. A single flower is placed on his bedroll. He picks it up and looks at her silently. All the things she said, from the day they first met to this day spin in his head. He feels rush of memories and feelings, moments of happiness in the darkness of his soul.
Things that he said and did to her, the small warm feeling when ever she was close. Taking walks with her in the Imperial park. He remembers them dancing in a balls of Minrathous together so many times. Her face in the whirl of the dance. He had just pushed everything aside.
Maybe he was just scared, in his heart the young boy feared that if he would ever be happy his father would somehow come and take it all away. He had hardened his heart for all eternity, or so he thought. He slept restlessly.

Next morning they finally came to Cumberland.

It took them couple of hours to travel through the crowded streets of the big city to their destination. Street merchants yelling their offers and beggars reaching out their begging cups. Some mortalitasi passing them by. Nazlik looked the bustle interested, "I think this could be even bigger city than Minrathous" she says. "Maybe" he replied, " but not even close as magnificent. It is a trade city. Minrathous is a center of the Imperium".

Finally they come to the address the Warden had pointed them to. He introduced himself and what he wanted to do to the old necromancer Frederick living there, he had come there from the capital to wait for them. For a several days he went through the tomes the old man had in his house. There were hints of the spell he was looking for but it was not enough. Together they went to the local circle for more information. After couple of weeks of search he felt there was a breakthrough. Combining several different spells he thought would be possible to to open a deep cut in the fade and call the spririt of a dead person.
It required a tremendous amount of power but binding few demons for fuel he though would provide enough power for it. For that he needed a summoning chamber but he did not want to do it in the Cumberland circle. Luckily the old man had one, a small but large enough for Ukkis need.
It took them two days to prepare the room, ward it with strong spells. The old necromancer was thrilled to be part of it and demanded that he would be given the instructions once this was over. Ukki agreed to it.

That evening they decided to go for it. Dark clouds like bad omen gathered over the city. Before evening it started to rain. Ukki went through his bag one more time in his room and came across a small note. It was from his daughter. He sat down and read it.
"Dad, I know you are obsessed with this idea. I hope you realize it is pure madness. She is long dead. And you should let her rest. The only thing you should do is to remember her. The good times you had together and the love you shared. You need to start living your life again. Please just come home. Love Zera."
He squeezed the parchment in a ball and left the room.

Deep inside necromancers house, in a humid stone cellar Ukki and the old necromancer were getting ready to bring back someone from the dead. Nazlik and one of necromancers servant stood there by the wall watching. Firs they started by summoning the demons. Four roaring demons in flames appeared in the glyphs of holding. Demons started immediately scream out of rage when they noticed they were trapped. Couple piles of lyrium were stocked in the floor, as much as Ukki and Frederick were able to collect in such a short time. Ukki cast spells binding demons life force to the large glyph with portal signs. They both started casting. First they casted to open the portal and then to call the specific spirit. Her.

Magic raged in the center of the portal glyph, lightning flashed around a ball of white light. "More power!" Ukki shouted and the necromancer started to use the lyrium to keep him steady with his power flow. Ukki shouted the calling spell over the roar which was slowly filling the room. A flow of pure power came form both mens arms to the portal glyph. It became almost impossible to look at the floating ball. It started to bend and change shape. Ukki threw in all the power he could muster and slowly something started to shape from the ball. It had a vague form of a woman...

"More power!" Ukki screamed, demons screamed, and the old necromancer screamed. Nazlik fell on her knees on the sight of it all. The servant covered in terror.
Suddenly the shape started to faint. "No!" Ukki screamed when power pulled his clothes, "I need more power!". He looked around in the room and saw the servant. With a quick move he sent a string of red and black power right into the servants chest. The man started to twitch and convulse. His life left him and dried up corpse fell to the floor. Now the shape turned even more of a figure of a woman as life force fed it. "We are loosing her!" the old necromancer shouted through the roar of the magical storm. "Do you hear me, we are loosing her! we need more power!"

Ukki looked at the figure floating in the white light. Then he looked at Nazlik. She was on her knees, shedding tears. "Take my life" she spoke silently looking at Ukki.
He looked at her, one heartbeat, then again at the figure. Then again Nazlik. For a moment time stood still. He looked into her eyes, something inside him cried. And then he just gave up.

The floating figure exploded in a flash and power released from it threw both Ukki and Frederic on their backs with a boom. "What in the abyss were you thinking" he shouted, "we almost made it. You could have used her..".
"If you value your life you will not continue that line of thought" Ukki said with icy voice eyes fixed in the old necromancer. Old man recoiled from his response. "I want you two out of my house. You just killed my servant in your failed experiment" he said.
"We will go now, you can keep the information we collected" Ukki said wearily. Nazlik looked at him with eyes wide open but said nothing.
They left the house and found a inn close by. Next day they joined in a mechant caravan traveling to Tevinter. He was taciturn and gloomy the whole trip back. In a few weeks they were back in Minrathous.

He stood in his tower top enchantment room looking at the sleeping city like so many times before. He wore his black robes with hood pulled on leaning on his staff. Dark shadown covered his face. He had kept to himself for days ever since they came back.

"Master?" a voice asked behind him. He turned around.
Nazlik stood there in the room behind him. "Don´t call me that" he said bitterly. " I am no master, just a pitiful man".
"No. You are a good man. And I love you" she says, "do you love me?" tears falling down her face. She has the pearl necklace still on.

"Love.. love brings only pain and agony.." he says silently after for a while.

Nazlik turns around and runs from the room crying.

He turns back to the balcony. From the darkness of his hood a silent voice says "There is only duty, duty for the Imperium..".

This hypothetical would be occurring before what happened at Kirkwall, and there's no need for the Qunari to ever send troops on land. They turn their guns on whatever enters the Northern Passage, and then whatever Tevinter ships are left have to dodge raiders as they pass right by Llomerryn, and then hold out or pray nobody notices them as they build a fleet large enough to "dominate the east" on Estwatch. We're not even getting into other logistical problems like food and water or having reinforcements sent from Tevinter. The whole thing is just a boondoggle.

Three centuries since what? The Qunari wars? Wasn't your plan for them to move in during (or immediately after) the Qunari wars, which is what put Estwatch back on the map in the first place?

No.

If i had been in charge it would have been as you said DURING; making sure that the Qunari are evicted but that the Island is ceded (legally would be best) to the Imperium.

But honestly i was speaking in terms of late DA:30s to be honest, I can see the sea travel around there being lax, it hasn't been used in centuries.

So it would be the best time more or less to seize it militarily.

We're not even getting into other logistical problems like food and water

It is a military fortress island; surely it is arable to an extent, if not then it simply becomes a minor issue of having resources transferred via land and then sea to Estwatch,  Honestly this would be based in part at least on travel through antiva, hopefully not for basic support like that though, i honestly cannot see Qunari settling on a fortress if it couldn't provide for it self.

To the point though; This would be the center of the naval effort and thus would it need to be provided for, the resources and alike that project would require would not doubt attract interest but...Well those pirates haven't had any qualms for working for Slavers gold before.

pray nobody notices them as they build a fleet

Why would anyone go out there honestly?

As you said yourself, Few threats to Thedas come by sea, that fortress might be useful in preventing Qunari incursion but...apart from that it isn't overly useful for Thedas.

9:30 Dragon? If it hasn't already been acquired as a permanent base it is frequently visited by pirates at this point.

Before the Qunari Wars Estwatch had a reputation for being uninhabitable. When the Qunari occupied it they also controlled nearby Rivain and Antiva thus having strong supply lines, something that Tevinter cannot secure in this situation. But sure, you could risk transporting supplies or men through Antiva or the Free Marches, I'm sure that could only end well.

To the point though; This would be the center of the naval effort and thus would it need to be provided for, the resources and alike that project would require would not doubt attract interest but...Well those pirates haven't had any qualms for working for Slavers gold before.

They also don't have qualms taking Antivan gold.

They'd probably take the Tevinter gold, then turn around and lay waste to their holdings anyway after they get payed even more gold from the merchant princes and nobles.

Why would anyone go out there honestly?

Because it's right in the hot zone for pirate activity and all manner of merchant ships traveling up toward Antiva or Rivain? You don't have to literally take port there to see someone building a sea wall and a fleet capable of "dominating the east".

The First enchanter slept peacefully in his smoking lounge dreaming of times past, when magi and templars were allies those were the days.

*Zera enters lounge* "monkey wake up fathers back" she said giddy with joy. He tried to ingore her cause it was late. "I said wake up" she asked.

He groggaly moaned decided to humor her "what? Is ukki back.. great goodnight" zera growing weary of his lazyness cast a lightining spell to gain his attention, shocking him to the conversation. " yes he's back and his plan failed"

"What plan?" Monkey asked trying to understandwhat she was talking about. "He wnt nevarra to bring back someone.. from the dead but he failed the laws of nature are intact!" Zera replied not realizing what she said...

"So.. im a mistake? A broken law of nature?" Monkey replied with curiousity and annoyance.
"No your not,your... you" zera said trying to diffuse the situation "uh huh... anyway if he did try to circumvent nature there are alway costs.. not just power or blood.. but something more the rings we have are keys to that.. but i don't care much goodnight" said monkey as he went back to slept

Zera looked at him perplexed by what he said and how he could be so indiffernt... he has been far more distant and angrier since he got his retribution at the arena. She wondered if he was becoming a abomination rather than a simple medium...

Before the Qunari Wars Estwatch had a reputation for being uninhabitable.

The other portions will be addressed when that is provided.

Nevermind. Apparently it's lack of use has to do with the place being regarded as cursed or haunted, rather than being uninhabitable. It had been claimed multiple times by various cities, but it was abandoned each time (WoT).

That matches what i recall.

To the point though; you don't really need to have much imported beyond raw materials; it even be for a fabricated interest.

After all there need not be any indication that Tevinter is behind the men and the gold rebuilding it, make use of Antiva's merchant ruling class, have them provide the reasoning to privateers, Once it is completed that can be changed but until then it can merely be a private warlord's pet project out in the abandoned wreck.

Pay off the raiders directly you mean. What's the point in being rain made by Antivans when they don't yet know what's going on anyway?

Of course, going by this train of thought, why not just make this a black op that infiltrates and makes use of the entire Armada and its reach? It would be more practical, affordable, and safer than trying to build a fleet in plain sight on Estwatch.

That isn't the point of having the location.

It isn't about numeric superiority or anything of that matter; its theater presence, its tactical importance.

That's why its important, it will be the gateway to the south and the key to keeping the east under control.

But that isn't something that Tevinter has the power to maintain or support for any significant period of time, especially when it's on the turf of multiple groups of people who are all better at this than Tevinter (this being maritime navigation and warfare), and have been for a long time. It's too far removed from Tevinter's jurisdiction by the sea, it's not connected to any larger system of bases or patrol routs, while being easily reached by the very nations Tevinter would seek to make war with.

It's boondoggle. This place offers nothing to Tevinter in its current state.
