It shouldn't be the case. I am strongly against gameplay balance coming ahead of lore. If by the lore some things are more powerful than the others then that's how it should be in the game. If it makes for an anti-fun game, then don't allow the players a choice to play a watered down version of something that should be more powerful. Dragons are also very powerful creatures, and we are not allowed to play as a Dragon that would be balanced to be no more powerful than a warrior.
It should be balanced but balanced in a way so that way people who play mages, people who play rogues, and people who play warriors have fun. I stated in 'their own way' They should be balanced in a way so that no one class is less fun or less engaging. If I am a playing as a rogue or a warrior, I am not playing a mage, and I want to be enjoying my time as a warrior. Same thing as a rogue, and a mage. Each should be engaging and fun in their own way.
You also have to keep in mind challenge. Lets say that you made mages the default for challenge, then rogues and warriors are playing on nightmare if they are on normal, that can be fun for some but not for others, vice versa it could be annoying to seem like you are playing on normal when your difficult is nightmare as a mage. Hence balance so that way no one class overshadows another.
