Explosive tipped arrows require explosive cartridges, which would require something a bit more advanced then smooth bore cannon tech.

Aka it would be implausible in the setting.

Who is to say they are not past smooth bore?  If Bioware ever gets done shitting ont he Qunari maybe we would learn something new....It seems they have the runs though.

Putting gunpowder on the tip of an arrow doesn't make it an explosive arrow. Saar qamek is not interchangeable with Gaatlok.

And considering Thedasian grenades at this point are just pot and pitch I wouldn't get your hopes up.

The may or may not be a tutorial video out there.....say on...youtube on making real life explosive arrows with just a portion of a shotgun shell.  Depending on powder and shrapnel could make for some fun vs watermelons and things.

Maybe it's possible with enchantments? Though, I suppose it would be more of an incendiary weapon than an explosive. Then there's the question of whether or not the arrow would still be aerodynamic after modification. Then there's the cost per shot.
