They might be reading the writing on the wall, they just haven't accepted it as true, when you are 'heir' to the centuries long legacy of Rome trying to stay afloat can be understood, also not wanting to let the Turks roll over into Europe.

In the way a flood or Fereldan is a threat militarily.

Nothing modern about the Imperiums martial strength is documented, so leaving your assertion aside o.o what are we left with? A declining country held aloft by the slave trade and lyrium? It certainly isn't even what it was four centuries prior little lone twelve.

Josephine even considers declaring support for Tevinter better in the long game than pledging to Nevarra. Of course, whether or not that's actually true doesn't matter, but obviously there wouldn't even be a discussion if Tevinter's power and influence was along the tier of North Korea.

That's because Markus is ancient and Tevinter isn't in alliance with anyone, Josephine actually explains her context when Ya ask her Ya know.

Not once was it mentioned that it was actually somehow inherently better then Nevarra beyond it's king possibly keeling over.

Again, if Tevinter's power and influence were along the tier of North Korea, it wouldn't matter, because that would make Nevarra inherently better even considering Markus' state. Otherwise, why even risk the potential controversy of supporting Tevinter, who even has a less convenient location than Nevarra when considering an alliance?
