yeah arguably i can agree with thatI'm not even from the U.S. let alone California, and despite all the NCR flaws and fault, regardless of how this faction seems like a corrupt republic, incompetence ruler and imperialist who's trying to take over everything. They are still better than most, and I personally believe they're the best hope for the Mojave Wasteland.

Well, we happen to favor different faction this time, Red. Let's just say I liked the NCR more, and prefer them over other faction in FNV. However, three of my favorite characters from FNV are from the Caesar's Legion or used to work for them.

Note the usage of intermediate range artillery and fire support to negate the ranged advantage of the defense.
Also...the veterans...Painted Rock Tribe...the Legionares of Arizona itself take the field in the second wave after the upper level and gate have been secured.
Following the closure of the primary NCR fall back point the Legion continues it's assault within the Dam it self.
This isn't the Legion under Joshua; this is Lanius.
If you actually bothered to examine the tactics you'd realize likely the encircled position of the NCR is reminiscent of a classic pincer.
Not the undying wall of flesh of the prior battle but cold, calculated, focused intent.
