Private tutoring most likely, for those that can afford it. Those new to the gift in their families or lacking in funds will probably only learn the basics when they get thrust into a given Circle. While I imagine those with power and money are able to place their children into their desired Circle, I can see those without money being forced to attend the one that is closest, minus Minrathous probably. I think Minrathous would only be made available to the top tier candidates.

Wouldn't being "big mage supporters" and liking Tevinter naturally go together? 

sure if you like the fact that there is an elite group at the top and many of the lesser mages are beholden to them.

 

You may have missed Fiona handing over all the mages to Avernus to be indentured servants.

Sansa? She's partly responsible for her whole family going to crap. All because of her stupid schoolgirl dreams of being with Joffrey. She'd choose him over her sister, and even got her wolf killed. It all started there. Her dad even wanted to take her back home and she just cried about how Joffrey was all she ever wanted.

 

I don't count Brienne. Her allegiances are fluid and she's the person who does the ass kicking that I mentioned.

 

She was an eleven year old girl. If you honestly think she needs more punishment at this point, I don't know what to say. I still think she's suffered 100 times more than is remotely humane for any child, let alone one whose greatest crime was poor judgment.

People were expected to be adults in this kind of setting, by that age. Women and male alike. Boys were taking oaths to protect their towns and girls were getting married off. She does it to herself. The asskicker wants to protect her.

 

Don't take me so literally. It's an expression of disgust, just looking from a story standpoint. The setting is full of unlikable people.
