Indeed, our war with the oxmen needs resources so mages willing to pledge themselves under the service of the Imperium are welcome to bolster our ranks on the front line.

 

Not to forget the need to find remaining Old Gods before darkspawn finds them. Some of the new mages have a good place there to prove their worth.

Tevinter was established on the acceptance of blood magic, a practice Tevinter now made "illegal". So technically this is heresy against the old Tevinter and the new Tevinter.
