@Loyal Tevinter: Yes he does. He says you have to craft a specific amulet for that part of the Quest. At the bottom of the quest it says: "Grey Warden must challenge Bandit Leader to duel." Or something similar.
While that doesn't cover everything about getting those bandits to join - it's the first steps which probably expand a bit more from there.
Plus - Blackwall is the one who brings up getting them to join - but I couldn't hear his dialogue so he might have told you in more detail.

Just because they are called Hessarian Blades doesn't mean they follow Tevinter. They could have just named themselves that because, as Sera points out, it is the blade that killed Andraste. So, it has a "coolness" vibe to it, or whatever.
Still, they have taken the name of Hessarian as their title, so it is the duty of my Inquisitor to guide them in order to honor Hessarian's name.
Also, that picture is awesome, looks like that's what a Dreamer would wear.

As for these Hessarian Blades, in what kind of position they are with the Inq. Just one of the war assets or a actual game party to be involved with during the game?
They (Dreamers) are rare.
Recap of Tevinter classes, as Dreamers are relevant:
The Altus class are able to trace their lineage to the ancient Dreamers that established the Imperium. They were greatly weakened in power (and numbers) after the first Blight and the Transfiguration, and it is only more recently that they have regained their original power in Tevinter.
The Laetans are more recent (as in, not traced back to the ancient mages that claimed they could communicate with the Old Gods) mage houses. Not having as much power as the Altus, due to not having as old of a foundation in nobility, they tend to be more ambitious.
The Soporati are the mundane citizens. There is some tension between the Soporati and the mage classes, since even if one can be gifted in ways of politics, they are still limited due to the glass ceiling that has been in place since the Altus rose to power again.
Then there are the slaves and freed slaves, known as Liberati.
The Laetons and Soporati should have more political dealings to increase their say and reduce the hold the Altus have once again on the Imperium, this glass ceiling in politics is unnecessary. Magic is a divine gift, but there are other gifts the Maker has bestowed on his children. It's not like one needs to be able to cast lightning from their hands in order to organize a committee... although it helps get people there on time and pay attention...
Edit: And a question, just a hypothetical question, let's say a mage class family produces no mages for a couple generations, do they retain their mage class or is it possible to lose it?

Last thing Lordsaren said was about retaking Thedas for Tevinter... so, I guess he is currently going over available resources, potential resources, and costs for any plan he is currently plotting. Probably gathering his more fanatical followers and turning the mundanes into reavers or something. I hope he doesn't do anything foolish... like start invading the Anderfels without a proper guide, only to fall into the Deep Roads and get lost...

If a Laetan family with a few generation of Magic in their blood it wouldn't be that big of a deal that would be expected but since they had a mage in that family to push them from Soporati or Liberati class into Laetons class they would retain their titles but a atlus mage family am not so sure about that would be shocking and maybe the end of that line we just don't know this had to have happened before rear but i think some families would adopt a magi child to be the family figure head and to continue the family line
