can i pre-download the game for release if I preorder? (I've never actually pre-oredered from origin)
Also, as a side-note, what IS the inquisiton? the demo/trailor speaks of "winning", which got me thinking: winning what, exactly? Winnin against the demons/fade rips? winning against the templar/mage conflict? What is the inquisition's motivation? I don't see a "win", all i see is more of a "successfully united thedas."
PC origin preload?

I think I read that if you pre-ordered the digital edition you WILL be able to pre-download it before launch so you can start playing as soon as launch day arrives.
The Inquisition's goal is to close the Fade tears that are pouring demons into the world and killing everyone. On the way, they pretty much have to solve everyone elses problems (like in most games) in order to unite everyone and gain power to stop whoever is behind the Fade tears. That's what I've gathered anyhow.

As Nefario said, November 14th. Taken from my own Origin:

Uhh for anyone finding out about this here I just want to add that the 8 ability limit is NOT just for PC, every console will have it as well. Also you can still learn many skills just only 8 will be active to choose from at a time and you can change them as long as your not in combat I believeYes there are limited hot bar buttons for such.

How do I get it loaded in my origin if I purchased from IGN?
Do I have to wait till I have it registered?

You can only have 8 active abilities but you can change out what 8 abilities you want whenever you please.

Why haven't Bioware heard of a worldwide launch? It's not fair that one country/region gets it before the others. Digital copies could all be released at the same time, my computer runs on a digital clock they could set the timer to one specific time for all regions >.>.

Because retail stores (and it's not bioware but EA) have dictated when and what time games should be released
for America is Tuesday for Europe Friday.
They don't want to annoy the retail chains in this age by releasing at the same time. There's an article by eurogamer about it telling the whole reasons.

Sometimes you can use a proxy to unlock the games early. Just use one for the region that gets it before you. Not sure if Origin will let you do that or not though.

Has that been confirmed? Because I kind of doubt that. Even if the 8 slot limit in the UI is for parity's sake between the plattforms (or to be more accurate, between the controller UI and the M+KB UI) to my knowledge it was still possible to use all abilities in combat, even if they weren't in the UI's quick slots; on consoles and on PC.

Are you running Origin in offline mode? That'd be my guess.

Nope, I'm not. I tried logging in and out again/refreshing, but it's still the same.

Did you pre-purchase very recently? I tried searching for other discussions for people who have had this issue and from what I read, the pre-load date isn't displaying because your order might not be completed yet. Check your e-mail for an order confirmation. I checked mine and found that you can also check your order history by signing in to your origin account on ea.com.
From what I understand, EA is a little slow in distributing CD codes to game owners who purchase digitally, and that code is what would entitle your account to preload the game.
In all likelyhood your transaction is fine; EA simply hasn't registered the game yet in which case you'd just need to wait a little while.

I've preordered back in April (when it was first announced). From my Origin's Order History, the status says that it's still processing but I've received an email from PayPal regarding the payment I sent on the same day of my purchase months ago.

Mine is listed as processing as well. I suspect it's because there's components of the order (The DLC, mainly) that haven't technically been 'delivered' yet.
Maybe it's just a glitch with Origin? I'm pretty sure it's not an issue with your transaction at this point. Sorry I couldn't help you solve this :\
