Millions, then. Still more than enough to put up a resistance effort that last more than a few days, especially considering the Citadel Defense Force asset - given the things that go into that umbrella term, biotics from Grissom, a civilian militia, plus C-Sec itself, I do not see the inhabitants of the Citadel rolling over and letting the Reaper forces take them. Sure, a lot of them are civilians, but desperation and necessity for survival make a powerful pair of motivations to keep fighting.

It makes *marginally* more sense when you realize that the early-in-the-game Cerberus Coup was supposed to take place *after* you assault Cerberus' main base. The reason it was changed? 

 

Marketing. "Fight for Earth!" means "Fight ON Earth!" to marketing people.

Marketing. "Fight for Earth!" means "Fight ON Earth!" to marketing people.

 

Maybe I'm not quite following - why would it make any difference? Was the Cerberus Coup originally going to take the place of Priority: Earth altogether and lead straight to the ending? Otherwise, they could have just put it between Cronos and Priority: Earth.

The Cerberus Coup was supposed to be the plot mechanism whereby the Reapers are invited (by TIM and Cerberus) to take the Citadel to Earth.

 

The originally conceived story flow went like this: Thessia -> Horizon -> Cerberus Base. Discover that Cerberus forces have mostly abandoned the place to invade the Citadel. Go to the Citadel to stop TIM and his forces.

 

The Council is killed or saved depending on Shepard's actions, but the Reapers come in at TIM's invitation to steal the Citadel away. Because TIM is actually an indoctrinated pawn of the Reapers.

 

From there, there would probably have been a series of missions to try to get to the *real* Citadel Control to stop TIM and activate the Crucible. Involving fighting Reapers and Cerberus troops while moving through the Keeper tunnels.

 

Shepard would have been on the Citadel when the Reapers took over, and therefore the entire Priority: Earth series would not have taken place.

 

That wouldn't have let the Marketing people use the 'fighting for / on Earth' ads, and as we all know, Marketing is more important than "artistic integrity."

Would have been kinda cool if they split it up like dragon age, where the squad you didn't take with you could have been shown on Earth, kicking reaper ass, while shep was up on the Citadel.

Let's be realistic - there's no deep hidden meaning, Bioware just ran out of time and skipped this whole section, and then cobbled together a quick ending. Maybe EA put pressure on for a release. This is probably the real reason behind the ending fiasco. I heard the writing was done by two individuals over a weekend about three months or so before the release date. This sounds like bad planning (the ending should have been conceptualised and worked on before any other part of the game). If they'd had time, I reckon we may have seen a battle for the citadel.
