Okay, so I'm playing in casual mode, so it's not really essential for me (yet, anyway). But I've noticed that in the party's preset tactics, only 6 of the slots are filled. The rest is empty. I remember in Orgins they would fill up the presets as you got more slots but here apparently not? Then what use are they at all if they don't let your party members use all their abilities?

I think the idea is that you fill them in.
Suicidalbaby did a thread about how they work and how to get the most out of them. It's got a bit messy, frankly, but most of the good stuff is in the first post, and it's well worth trawling through.

Except as soon as you add anything new to them it gets saved in the Custom spot, leaving the original preset as deficient as before. :/
