Yeah the city-elves not wearing shoes was pretty stupid.
Hmm...I don't think it was that BioWare was trying to say that elves were genetically-predisposed to it, but more like a cultural thing. (Thus furthering the fact that the city-elves should have been conformed to human culture by now and be wearing shoes lol xD )
I could see, like youre saying, certain people living in the city without shoes. Like Dalish elves who have come to live in the city, like Merrill and Feynriel's mother.
True... but then that creates the problem that there is even less reason for the Dalish to be barefoot than city elves.
In fact, there's no practical reason whatsoever for Dalish to go around barefoot in the wild, since the wilderness is filled with things no one would want to step on without shoes. Sharp rocks, sticks, twigs, pine needles, dung, mud, hot sand in the desert, ice in winter, thorned plants, poisonous snakes and insects, clawed and toothy little animals, etc. Unless elves have naturally really thick, padded soles like hobbits, there's no reason.
Not to mention the Dalish culture has warriors. Seeing heavily armored warriors standing guard in camp, heavily armored everywhere except for their feet randomly sticking out, made me go "WTF?!" I just kept looking at those bare feet thinking, "That would be a really easy target." Think about it. In battle I could stomp on their bare foot with my boot and possibly break it, fire at it with an arrow, stab it with a sword, or even swing down and cut it off with a blade, thus leaving them limping, falling over, or dying of blood loss.
I just don't think bare feet are a good aesthetic for elves on the whole. Again, I think it could work with maybe the occasional city elf if they have a job that requires them to be inside and away from polite human company all day (like the kitchen or scullery), or it's a house wife who rarely/never leaves her house. But elves who work outside, or in a posh human home, or Dalish who have to travel in the wilderness and/or be armored for battle? Nooo...
