The Anders likely have a German accent. At least some locations there like Weisshaupt, Lattenfluss and Hossberg (even Anderfels itself) could very well be German places.

With names like that, the Anders must have German accents, right?

 

I have no idea where we'd hear a Russian accent though... maybe Kal-Sharok would work.  If not, maybe a different continent entirely.

I would like an Indian American accent. Where the inquisitor's name is Patel, is good with crafting and is a vegan.

And yes I am an Indian and I can make fun of my countrymen or rather ex-countrymen.

There will be genlock named Rutin. He will be leader of band of darkspawn peasants. They are poor, angry and almost mindless but blames all surface world for their problems. Of course they all will growl in russian accent.

He is, but he grew up in Ferelden. Woolsey is from the Anderfels as well, but we don't know a lot about where she has lived in her lifetime. And none of that stops Bioware from deciding to change an accent if they really want to, like giving the Dalish specific accents.
