I'm pretty sure this has been discussed many times but all clues seem to lead to him being a Tranquill Mage (who somehow still kept some of his magic).
Maybe he is just a very short human after all.

Even a very short human wouldn't be mistaken for a dwarf on Thedas... there seem to be some physical differences between the two races that go beyond height.

Their arms were also a bit longer than normal in DA:O, and their chests a bit wider than average... that doesn't seem to be the case in DA:I, but still... a human would have to be born and then develop in a very specific, possibly unnatural, way to look like a DA dwarf.

Wouldn't it be possible for a Dwarf to dream and use magic if they live on the surface away from lyrium? It'd probably take a long time (a few generations at least) but it might be possible. Though Sandal was found in the deep roads, which is full of lyrium, so I guess my theory doesn't apply to him.

Unfortunately, no... there are long bloodlines of surface dwarves and those families haven't been exposed to lyrium in generations. Whatever the cause of the dwarven inability to enter the Fade through normal means and cast spells, it's not related to lyrium. They do lose their magic resistance in time after being on the surface for too long, but... the Dwarven Inquisitor is a surface dwarf who has some kind of magic resistance, so this may have been retconed...

Sandal has enchantment, boom, "not enchantment" and have killed a lot of things.
He is defiantly not a tranquil (because he has emotions), not so sure about the mage part it depends on what the "not enchantment" is.

No idea... and tbh the more people mention that quote, the more worried I get for the future of Thedas. Everyone suddenly becoming mages can only end in tragedy considering all of the problems that go along with it in this setting...

Obviously Sandal has a connection to something that gives him insight into the future, and allows him to use "Not-Enchantment".
Also obviously, I would probably term Sandal as some sort of Prophet.
