Interesting.  I never saw this before.  I'm trying to put a timeline together in mind about her and Leliana and it's not really working out.  Wasn't Leliana with the Warden 10 years prior to DA: I.  So if Josephine is an "old friend" of Leliana's, then I guess it was from when they were children, right?  Because wouldn't that mean that Josephine was in her mid-late teens when Leliana was traveling around with the Warden?

As much as I like the idea, my bet is - no way, it won't happen. Lots of folks got freaked out and "offended" by Anders last time, the devs said they won't force it on players again. At least, not like that. And subtle things like Seamus/Ashaad and like that people just tend to ignore, so...

And to answer you question, no, I doubt it  Possibly f/f but not m/m. They already said the reason they gave us two straight extra LIs was because the world wasn't ready for an extra s/s romance (to paraphrase). So I doubt effort was made to make s/s attraction appear as normal as m/f attraction within the surrounding world. 

 

If there is any s/s banter it will be a joke... no serious romances, probably.
