You have to wait until TIM tells you about the derelict reaper before you can get legion.

You can't. You have to do Horizon (and the collector ship) before the derelict reaper where you get legion, and horizon won't trigger until you've recruited Jack, Grunt, Mordin and Archangel.

Save file edit is one way.  There isn't any way in a normal game.

That's because the devs thought of everything.  Only by using a save editor can you get Legion sooner.

The original idea was that you could recruit the squad in any order and pick up the Reaper IFF earlier.  The reason it is broken into two halves has to do with putting it on 2 discs.

Well, yeah... But they edited the files. With Gibbed. Word of advice: Do it when you've already completed another playthrough, because allowing Legion's recruitment Earlier, it triggers Part 2 of the Game, so you won't go through Horizon and neither Collector Ship. (IIRC)

Aww. I would've liked to have recruited Thane, Samara and Legion first.
