I live in Europe, so if I pre-order DAI via Origin will I still get it on November 14 18 like North America does?

You won't*. Mine unlocks at midnight on the 20th. Also, NA release is the 18th, not 14th. So it's not quite as bad.
*unless you're willing to mess about with vpn solutions to unlock early. I'm not.

Unfortunately no, you'll still have to wait. You'll be able to pre-download earlier so you won't have to wait once release day comes though.
