Great gameplay is a must or a compelling innovative thing, some kind of unique hook of some kind. Distinct feel or look, distinct atmosphere is also a must.
However, I don't generalize to much but sometimes I do compare games to the greats, which is unfair but.... I guess everyone's bias.

Bloody games > Kiddy games > Sexy games
Note: Kiddy games are like Disney Games, Sonic, Rayman etc.
Bloody games are about Strategy, Killing and Weapons in general. The other is obvious.
