I'd love to see mod tools, however I don't think we should expect them. I'm anticipating system requirements and maybe graphical features that take advantage of PC hardware.

Well apparently we're getting the PC specs this week so I presume its that.

We are planning to announce the PC specs on the week of Monday October 6th. Its just the way it worked out this time.

I think the DAO toolset did not produce enough results if you compare the mods with the ones for NWN or Oblivion. It's mostly retextures and companion heads and haircuts. It's very unlikely imo for Bioware to consider releasing another toolset after DAO's less than stellar output.

 

As for the news, my guess is system requirements.

Perfect timing!    Anticipating that I will need more HD space, I ordered a new SSD for my rig (Shadows of Mordor took up a lot of space).  I think I should be good to go, but it will be nice to see the specs and GUI for the PC.  Since I have to get the install kit this weekend, I can pick up anything else I need.  I think I'm good to go though.
