I have not seen anyone or any thread as of now on how to obtain these two weapons in Single Player. Fortunately, there is a way.
Disclaimer: The method of enabling the Rebellion, Earth, Retaliation, and Reckoning DLCs, is not mine, and I do not take any credit for it. All credit goes towards those modders(can be found it Gaw_Damnit's thread), and thanks to Gaw_Damnit's thread for making this possible.
What you'll need is:
- ME3Explorer(I use 0108W Rev632, and the link I provide is the link to the ME3Explorer provided in Gaw_Damnit's thread which will work as well)
- Coalesced Editor(I use Wenchy's)
- DownloadModded Mount.dlc file of Retaliation(MP4)from my OneDrive.
- Retaliation DLC
Steps:
------------
Step 1)
Download Retaliation's modded Mount.dlc file from my OneDrive:
- Click on the link above.
- Right click the file that says "MP4" and then click "Download."
- The file should be saved into the folder where you keep your downloaded files from internet.
Step 2)
Open your ME3Explorer:
- Open Tools and click on DLC Editor.
- Click the File(yellow folder)icon.
- Find your DLC file within your Mass Effect 3 Directory:
Your path to your ME3 directory should be something like this(this is mine):
C:\Program Files (x86)\Origin Games\Mass Effect 3
and to your DLC folder:
C:\Program Files (x86)\Origin Games\Mass Effect 3\BIOGame\DLC
- Once you find your DLC folder within your BIOGame folder, you should see a list of folders containing the DLCs you have installed in ME3:

- Click on the folder that says DLC_CON_MP4
- Within the folder, you'll find a folder saying: CookedPCConsole. Click on it.
- Within the CookedPCConsole, you'll find the file: Default.sfar. Click on it.
- ME3Explorer should now show you this:

- Expand the folder by clicking on the little [+] symbol next to the folder. Keep expanding every folder until you come across the folder that says: CookedPCConsole. It should look like this:

- Scroll down and find the Mount.dlc file:

- Once you've found the Mount.dlc file, Right-click on it and it should give you 4 options. Click on Replace.

- Find the MP4 folder that you downloaded earlier in Step 1 within the folder your downloads go to. Click on the MP4 folder and there should be the Mount.dlc file in there.
- Click on the Mount.dlc file to replace the DLC's own Mount.dlc file. The Mount.dlc text should be highlighted in yellow.
- Now click the save icon:
It should not be white'd out anymore since you have made changes. - You will now be prompted with a message to either make a back up or not. If you choose yes, it will make a backup within the same directory in the DLC folder itself(where the Default.sfar file is). The backup will be named Default.sfar.bak, I believe.
- Now that you have saved it, wait a moment until a message prompts you with confirmation that the DLC has been saved. The folders might collapse(close)again, and so, you'll have to re-open them for the next step.
Step 3)
We are now extracting the required .pcc packages from the DLC:
- Scroll down to find both of these packages in the red circle:

- Right-click on one of them, and select Extract. When you extract a package, it will prompt with a window on where you'd like to save the extracted file. You may extract it within the same directory as the DLC itself(the CookedPCConsole folder that contains the Default.sfar file), or you can extract to your desktop. Whichever works for you. Now do the same for the other package.
- Once you're done with those two packages, let's extract two more. Extract(I recommend that you extract them to the same place as you extracted the other two earlier packages)these two packages within the red circle:

- Now that we're done extracting, we don't need ME3Explorer until later.
- Go to your CookedPCConsole folder within your BIOGame folder. Your CookedPCConsole folder should contain multiple files.
- Now find the place where you extracted the 4 packaged from earlier and move them into the CookedPCConsole folder(don't be confused by the multiple CookedPCConsole folders).
- Now scroll down and find the Coalesced.bin file.
Step 4)
If you installed the provided Coalesced Editor I linked you, your Coalesced.bin should look like this now:

- Go into your coalesced.bin file and you will see this:

- Don't be scared. Click on File and then click on Open. Find the directory of where your Coalesced.bin file is located(basically go to the folder we're currently in, and that's the CookedPCConsole folder within your BIOGame folder). Once you find the Coalesced file, click on it. Your ME3 Coalesced Utility should look like this now:

- Click on bioengine.ini; scroll down and find sfxgame then click on it; within sfxgame, click on sfxengine, and within sfxengine, click on dynamicloadmapping = (multiple). You should be here now:

- Scroll to the very bottom using the right scrollbar within dynamicloadmapping = (multiple)
- Now click on the empty row at the bottom:

- Type or copy & paste:
(ObjectName="GUI_Icons.Weapons.snp_collector_256x128",SeekFreePackageName="SFXNotificationImages_SniperRifles")
- Once you've put that in, hit Enter, and it will bring up a new row. On the next row, enter this in:
(ObjectName="GUI_Icons.Weapons.smg_collector_256x128",SeekFreePackageName="SFXNotificationImages_SMGs")
- For the next two rows, enter these two lines:
(ObjectName="sfxgamecontentdlc_con_mp4.sfxweapon_smg_collector",SeekFreePackageName="SFXWeapon_SMG_Collector", bReplicate=true)
(ObjectName="sfxgamecontentdlc_con_mp4.sfxweapon_sniperrifle_collector",SeekFreePackageName="SFXWeapon_SniperRifle_Collector", bReplicate=true)
- We're done with coalesced editing at this point. Go to File, and then click on Save.
- Helpful note: Make sure you didn't have an extra row within the section that we just edited that you didn't use, 'cause if you do, the game will crash upon startup. The last empty row will not cause a crash, but any empty rows within anywhere of the coalesced that weren't deleted will be cause a crash. To delete empty rows, click on the row, go to Edit, and then Delete Row.
Step 5)
Make sure you've unpacked your Gibbed Save Editor for ME3, because we're now doing Save Editing:
- Open your Gibbed Save Editor for ME3. It should look like this when the window pops up:

- Highlight Open, and click on the little black arrow next to it and select Open from File...
- Now, find your save file. Your file should be in your documents. My path to my save files is: C:\Users\Joshua\Documents\BioWare\Mass Effect 3\Save
- Once you find your saves, select one of your character save folders:

- Within one of your character save folders, you might see something like this:

- Select one of your saves(best if you go with a more recent save or the save you're currently playing), and now Gibbed will adjust itself with the stats of your current save file you selected:

- Click on the tab: Raw, and it will bring you to this window:

- Go to Player Variables under 4. Plot and click on it. Across from Player Variables is (Collection). Click on the [...] icon on the far right side of (Collection) like this:

- Once you click on the [...] icon, a small window should appear showing this:

- Click on Add. A new row will pop up showing this:

- In the Name section, put in:
SFXGameContentDLC_CON_MP4.SFXWeapon_SniperRifle_Collector.Flags
- And on Value, enter in 1.
- Once you're with that, click on Add again. And in the Name section, enter in:
SFXGameContentDLC_CON_MP4.SFXWeapon_SMG_Collector.Flags
- Do the same for Value, enter in 1.
- Click on Add again, and in the Name section, enter in:
SFXGameContentDLC_CON_MP4.SFXWeapon_SMG_Collector
- On Value, enter in 10.
- Click Add for the last time, and in the Name section, enter in:
SFXGameContentDLC_CON_MP4.SFXWeapon_SniperRifle_Collector
- On Value, once again, enter in 10.
- Now click OK, and go up to the Save icon(Floppy disc icon), and overwrite the save you just edited.
Step 6)
We need ME3Explorer again to update our PCConsoleTOC:
- If you did close ME3Explorer, open it back up. If you didn't, there's a big black X(not the X that closes the application itself)to far right side. Click on it, and it will bring you back to the startup window of ME3.
- Now click on Tools at the top, and then click on TOCbinUpdater. The window should now look like this:

- Click on File, and then click on Check PCConsoleTOC.bin.
- Your PCConsoleTOC is located within your BIOGame folder:

- Click on it, and then ME3Explorer will begin a scan. You can see the progression of the scan down at the lower left corner.
- Once the scan is done, ME3Explorer will ask you if you want to apply the appropriate updates. Click yes, and once it's done. You may close ME3Explorer.
Step 7)
To check if the weapons are there:
- Go into the game and load the save you edited with Gibbed.
- View your weapons anywhere where you can choose your weapon loadout. Check your Sniper Rifles and SMGs and see if they're there.
- If they are, enjoy!
