Meredith's raving insanity and paranoia is canonical. I've never understood how anyone could sympathize with her reasoning for annulment, Pro circle or not. 

 

She turns on her own people as quickly as the mages, and her argument that the will of the mob would give her no choice is nonsense. She is the power in Kirkwall. The mob stands no chance.

At the ending, even AFTER Anders blows up the chantry, Meredith offers Orsino the chance to surrender ("I will entertain a surrender") but he refuses because he is a moron who has a personal grudge with Meredith, and cares little about the mages (see him sacrificing others to become a Harvester and get his petty revenge on her).

 

Someone needs to seriously replay the game, because Orsino did surrender. He literally said she could imprison them in the Tower and search it and if she wanted his help he'd give it, so long as she didn't kill them all for something they didn't do.

Yeah, I mean she has an army at her beck and call, and moreover the possibility of the City Guard helping her. So long as she has the Guardsmen secure the Docks and help keep order within the city with help from her own men, while many of the Templars keep the Gallows secure, no mob would've formed (or if it did, wouldn't have posed a threat). Not if the Champion is also playing diplomatic ambassador as well.

 

It's a thin excuse when you think about it, because the idea that a mob would force her to do anything is ludicrous. Never mind how it's a stupid idea to give in to a mob's demands in general.

 

You don't coddle a revolt. You put it down, hard.

 

 

They would want retribution for the death of the Grand Cleric and would sack the Gallows regardless.

 

Here's a thought: Work with the guardsmen to keep control of the mob. Work with the Champion. And have whatever Templars are sent to Kirkwall to help the Guardsmen sink all the ****** ships that could be used to go to the Gallows by a mob if they somehow overpowered these armed/armored people.

 

Are we also forgetting that elements of Hightown can be cordoned off? There are literally gates that can be slammed into the ground to trap people within the city.

 

In Lowtown there are barrier doors that can serve the same purpose.

 

This is after all a former city that was designed for housing slaves and breaking their spirits.

Heck, Maddox was rendered tranquil for the simple "crime" of sending letters well before she even had the idol. Letters. Like, were they demon infested? They must have been! Maddox was clearly corrupting Samson's mind, forcing him to send demonic missives under the guise of romantic correspondence.

People seem to forget that Meredith was already planning the annulment way before the events of Act 3. Talk to Karras in Act 3 and he'll outright tell you Meredith has already ordered the right of annulment, meaning she already planned on killing every mage in Kirkwall since the beginning of act 3. That means that she doesn't really care about justice, she just finally got an excuse to kill every mage in Kirkwall. 

 

 

Also, if you think killing every mage in Kirkwall because an apostate blew up the chantry is justified, then would Meredith be justified in killing every Ferelden in Kirkwall if a Ferelden was the one who blew up the Chantry?
