This is the latest reply ever, but in case you're still curious - you might be okay, actually.
My boy bought this game for us on PC because I'd been whining about the 360 graphics for so long (like, I'm not obsessed with graphics by any means, but oh my god, everything looks like lego and textures are loading halfway through cut scenes and it's distracting). But then some stuff happened and long story short I don't have access to my PC right now. So I put it on his laptop, really not expecting it to work at any acceptable level, but it totally did.
The laptop I'm playing on is also Windows 8.1, also has a Radeon R7 m260.
It's an AMD A10 5745m quad core 2.1Ghz. So I'm 400Mhz away from the recommended AMD specs, and you're 300Mhz away from the recommended Intel specs. Though mine's a true quad core (4 physical) while yours is dual with hyperthreading (2 physical, 2 logical) which might make a difference?
The main difference is I have a LOT more RAM than you - 16GB. You're sat between minimum and recommended at 6GB.
Anyway, I set all the graphics options to low or off, with the exception of "mesh" which I left on high to avoid the ugly plastic hair problem. I left the resolution and screensize at full (for my laptop that's 1366x768). I did take it down to 40Hz because I'm not getting more than 40fps out of this sucker anyway.
I haven't clocked it, but I think I'm getting about 25 - 30fps most of the time?
The only times I start noticing jerky movement and fps drops is either for the first 30 seconds after I've loaded an area or if I'm in a REALLY crowded place - like when you wake up in Haven and step outside and there's a crowd of like fifty people outside the door. I suffered some pretty bad frame rate drop there, but by the time I'd run up to the Chantry, it was back to normal. And it wasn't like the game crashed or didn't respond to controls or anything, it was just...a bit jerky. That said, I haven't done the fight at Haven yet, and that'll be both crowded and full of fighting so we'll see how it goes. Still, I've been in some pretty large, complex fights and I haven't had problems.
Like the game itself is surprisingly stable, and looks MUCH better than the 360. I mean, it's not a patch on Ultra settings 60fps I'm sure but like...it's completely playable and even quite pretty.
I did get some DirectX crashes at first but that seems to be happening to a lot of people are reinstalling DirectX and C++ seems to have fixed it.
So, I dunno. Your RAM might be the limiting factor in comparing it to my boy's laptop, but if you can upgrade your RAM or if you see it for cheap, it might be worth giving it a shot?
ETA: finally did some checking further into the game. Was a little wrong on my fps estimates because it was more responsive on low fps than I was expecting and also because I didn't realise that Bioware had patched the lego hair issue for PC so thought I must be playing on a higher mesh setting than I was for a while.
Basically with mesh on high I'm getting 18 - 24fps, and with mesh on low more like 23 - 28. The lower end is bigger fights/busier areas, but it'll cruise consistently towards the upper end in most situations. In both cases it drops a further 5fps for the first 30 seconds or so after loading an area, then picks itself back up. So if you load up somewhere crowded with high mesh switched on, then yeah for 30 seconds or so it's pretty hellish, but after that, really not so bad?
I know most of the PC gaming world would consider that unplayable, but honestly, with high mesh settings it looks nice and it's stable (after taking it down to 1280x720p I haven't had any DirectX crashes).
Sure if I'm actively looking for it I can see it's not quite as smooth as the 360 version, but honestly it feels about as responsive as that shoddy port when I'm playing with a 360 controller (which I know can help mask low fps more than a mouse+keyboard) and the graphics are just so much better. This isn't a first person shooter that requires microsecond reaction time.
So yeah, if the question is can you "squeak by" I'd still say absolutely. Sure occasionally I can notice frame drop or a slight stutter in cut scenes, but I'm playing it on a budget laptop below minimum spec with high mesh settings and it's not crashing or lagging. I'm pretty impressed, tbh.
