The most important outcome with the makeup between Celen and Briala is that you give two persons the freedom to be together again. Love shall always gain the upper hand - not war.

Plus if you actually dig up all the dirt on Celene in the Winter Palace it hardly paints her in a positive light.
She knew about Gaspard's moving of forces into the palace and did nothing about it, and she also knew of the assassination of the Heraldic messenger and did nothing about it.
She was content to let her first cousin be destroyed by crimes of court intrigue when she could have done something about it.
Gaspard isn't a good man, i wouldn't never say he was, but he is an honest man.

I don't care how 'bro' he if he's honourable and honest... war is war, it's gonna effect thousands of people, potentially ruin your economy, and might even be a disaster resulting in the end of your empire.

Gaspard dreams of expansionism, war and glory. The last thing the world needs is a Robert Baratheon on the throne.

My next Inquisitor is putting Gaspard on the throne.
I don't like either of them, so it makes it easy for me to pick whichever ruler depending on how I'm running that particular Inquisitor.
I have read TME. I admit that the relationship between Celene and Briala had its issues (which isn't exactly surprising considering we're talking about the orlesian court here), but Celene did not abuse her power over Briala. Briala was Celene's confidante and spymaster, but she also used her influence on Celene to get what she wants. And it was rather obvious that Briala needed Celenes comfort just as much as Celene needed hers. I thought their relationship was more or less healthy considering the shitty environment they are in.

Gaspard successfully engineered the deaths of thousands of elves through Celene's actions. He brags about this.
Apparently he did so with such a level of success that even people who have read the entire story were fooled into thinking that Celene is responsible for more elven deaths than she is.
So add Celene's deaths to Gaspard's total:
Celene: X# Elven deaths, feels bad about it.
Gaspard: X# + Y# Elven deaths, dgaf.

I find it so incredibly ironic when people criticize Celene for killing elves for rebelling yet support the racist Gaspard who also says he's going to kill people who rebel. You really think he would have ever had second thoughts about killing the elves? He certainly has no problem killing humans for opposing him so what do you think he's going to do to the elves for rebelling? At least Celene tried to find alternatives by killing the nobleman who was agitating the elves. Gaspard would have never even bothered finding any other ways.

Note How Empress Celene (and also Emperor Gaspad I suppose) personally shows up in the arbor wilds. You might also see the Orlaisian soldier that hangs out with one of your INquisition soldiers in the back. And there are quite some more of them in other places.
