The Emerald Graves and all the Dales are the rightful property of the Orlesian Empire, and I'll not see one inch of it ceded to uppity knife ears who never called the land home. They lost their rights to it fair and square when they lost their own war of aggression and fled/surrendered.
Now if they want the Arbor Wilds, they are welcome to it I suppose.

If they react to seeing a human by killing them out of hand, you guarantee racial conflict.

Second, the Dales never had any formal alliance or obligation to Orlais. I doubt Orlais would've done differently had the Dales been under attack.

Fourth, Orlais is fully capable of not helping out during a Blight. Third Blight, they prioritized their territory and did nothing about the Free Marches. The Grey Wardens had to pressure them to do their part. Had they had their way, they would not have had to spend their own blood.
Fourth Blight, they send only a token force while again prioritizing their territory.
Fifth, it is in the nature of nations to look out for their own interests first before the interests of other nations.

At this time Orlais and the Dales had some sort of relationship as indicated by Ameridan and Drakon. He was expansionist yes, but he seemed to have decent relations with the elves until Ameridan's disappearance. There is no indication he was trying to convert the Dales.
during the 2nd Blight Orlais was helping other nations deal with the Blight so I'm not sure what to say. All those other examples come well after the Fall of the Dales and are not really relevant to the discussion.
Since an elven army appeared at Montsimmard only to sit by, I'll assume some sort of cry for help was heard. Furthermore its a Blight, help being needed should just be assumed.
And for the last, all of those events take place after the fall of the Dales, so unless the Dalish had precognition, they aren't relevant.
