And to all the people who say she won't be in it because she could have been killed, by that logic nobody from ME2 will be in it because they all have the risk of dying.
There's a difference between simply returning in the next installment and playing a major role there. They simply can't give Shiala or any other recurring NPC a major role since that character could have died in the previous ME.
