Still never saw 4 Dragoons at the same even on Platinum and I highly doubt anyone else has. And even if somehow 4 Dragoons do get spawned at the same time it is extremely rare to see 4 of them coming at you at once and cannot be used as good example for the point you were trying to make earlier.
The phantom rape squad gets at 4 I know that for certain.

Dragoons are unlimited most of the time they show up, but all that really means is they are the last to fill and stop at the max unit count (8). This means realistically there are only 2 or 3 at a time since 5 or 6 other units are specified for those waves, and killing Dragoons when they rush just drops more Dragoons until the budget is depleted. Hypothetically if you ran around and only killed Atlases maybe the math works such that an extra 'goon might drop, I don't want to calculate it out.
Don't recall any 4 Phantom waves on Platinum. For Cerberus they are usually limited to 2. Collector Wave 9 has 3 though. Cerberus Gold 10 has four Phantoms.

And I know for a fact the 4 phantom rape squad occurs. Usually have to missile it because the phase disrupt rape kills you before you can even think.

I would say the Destroyer lacks a little compared to the other 5.

On host black widow against phantoms, no. And if 3-4 dragoons get near the sniper build, he has a decent chance of getting whipped into submission. Shadows are awesome because (provided there are other players taking aggro) she can strike dragoons in these situations and they don't even go after her. There's something to be said about the skill of a player using a kit sure, but I've outscored plenty of BW and Javelin snipers who were great players and shots with my shadow. Granted it was on plat but yeah she is more of a support character for sure.

I'm sorry, I don't wanna sound like a dick now, but I gotta say that... If you outscored them playing a SS-centric shadow, then they weren't great players and great shots. They might have been solid and good player, but any player that is efficient at killing will trump that setup anytime, on any map, difficulty, enemy... Simply put, it takes too much time for you to kill something with SS. It might be a nice, enjoyable, and easy way of dealing with some threats this game poses.. But it's never going to be efficient with killing. Not a fault of the player, but rather of he power
Besides, you don't need to host if you play a sniper shadow, so phantoms are usually not a problem. Evwn if you really want to host, you can usually avoid them and kill everything else, and only shoot them when they have their DR down. And even if you're hell bent on hosting, and you get pushed in a situation where you somehow have to deal with some phantoms in full DR conditions (kinda hard, since you have TC...) You can always SS them. It will work as a saving button even if you don't build evertyhing around it and don't use it as your main mean of attack.
Right. Because the other players never need to take cover or reposition while you're always on the go and always doing damage thanks to draining shields back and DR/Movement bonuses after a successful SS. If you keep yourself light, you can shadow strike every 2.5 seconds, and with cooldowns that short, you don't need duration cloak if you want to capitalize on bonus power. If you don't, you can go 5/4/6/5/6 as well, sticking an extra point in ES for Geth Scanner Wallhax.
Hey, you know who snipes better than the shadow? Almost any other infiltrator that has bonus sniper damage on Cloak's 6B. Shadows have a modest weapon damage bonus of 27.5% which, while pretty good, is offset by the lack of powers to further boost it's damage. The Base Humans can Cloak-Cryo-Shoot to deal 10% more damage, and can sticky grenade freely without mucking with their cooldowns. Salarians have proximity mine to boost their shot damage by 25%, as well as Energy Drain to stagger and stay in the game. Quarian Females have Sabotage and Sticky Grenades, while the Quarian Males have Arc Grenades and Tactical Scan, again, to boost their damage. The Drell Assassin even has Recon Mine, to Javelin through thick walls with utter impunity with, AND the invasive scan evolution to make anything it highlights take more damage, in addition to a weapon damage bonus of over 30%. And I don't even NEED to get into how OP the Geth Infiltrator's Cloaked Hunter Mode shots are.
Basically, every single shadow sniper is deliberately gimping themselves by not playing a different, better, sniper who has some sort of weapon/power synergy or grenades or whatnot, as the Shadow's powers do not lend well to a sniper style. If you're playing the shadow, you may as well capitalize on what makes it unique instead of making it generic subpar snipefiltrator #18892^10. Of course, if I have to pick between a sniper shadow to roll my eyes at, or the "DO YOU EVEN ****ING READ, BRO!?" kits of sniper Ghosts, sniper Huntresses and sniper AIUs, the sniper shadow suddenly looks less bad.
