I think she was a Nut job and haven't the faintest idea of why she of all people would get into the Templar Order, let alone lead it. She let her personal feelings towards Mages get in the way of her, you know, doing her job and the Idol made her 10x worse and that much more mad.

She became the leader because she ousted the last Viscount of Kirkwall, who was trying to kick Templars out.
She's not a good leader, agreed.. but since you said you didn't have the faintest idea, that's her backstory. She rose to power like Hawke did.. by kicking a lot of people's asses.

She's my favorite character in DA2. Too bad she dies. Like her VA, Jean Gilpin. Nice, strong voice.

I would say that she is the Anders of the Templar side, but at least Meredith will concede that not all mages are bad.
