I intend to play a mage the first time around (actually the second time around too now that I think about it) so all those knowledge perks will be hers. Dialogue and lore are better in my books than anything else anyway.

I agree with everything Icy Magebane said about background and dialogue. It makes absolutely 0 sense that the Inquisition would teach a Dalish about Dalish lore ect. ect.
Unlocking special dialogue because "Hey I wasn't Dalish enough when I was with my clan, but now that I'm hanging out with humans I can learn more about my culture which they know nothing about" is ****** stupid.
Save that for Arcane, Chantry, and Rogue-y dialogue.

But it's a perk from the IN-QUIS-I-TION. Do you get it now? Culturally exclusive dialogue (Dalish, Casteless, Vashoth) should be a skill/perk you start with once you choose your race at the CC, and not a skill/perk you unlock later through Inquisition Power. Otherwise there's no ****** point in choosing non-human until you invest in said skill/perk (which you should already have being a ****** Dalish. Carta, ect your whole life) leaving you one less skill/perk that could have been used for something more useful.
You're making excuses for the devs. Don't do that.

This is a very cool feature and I love that I could make my character the one explaining things instead of looking clueless and hoping my party is going to give me something. If I am going to get my information anyway though I more than likely will try and get the skills over knowledge. I will just have to see which I prefer while playing. All in all this sounds like a neat feature.

You also do not get my point as well but let just leave the explanation to experiencing the game itself rather than trying to explain different points of view.

I simply state that the Inquisitor does have a understanding of their Race culture but not at the level to the point they know every single thing about their culture.
These Perks are about advancing their knowledge to the level where a normal member of their Race would usually never reach unless they put more effort into learning these things such as how Keepers have knowledge that normal members of the Dalish do not have about their history and how First Enchanters have more Knowledge of Magic and Demons that most Mage would not always have.

Nope. Culture exclusive dialogue should be tied to PC race and that's it. Like I said, restrict dialogue perks to etiquette, arcane, chantry history, and roguishness.

Most likely I'll go for things that make the game easier first, then go for the things that fit my style of play...etc. Extra dialogue options may or may not interest me. It really depends on how in-depth the differences are.

I guess it depends on my Inquisitor, actually. I know my first two will choose the dialogue options first--especially my first, who's really a bit of a scholar at heart.
Afterwards, whatever I think is useful or will enhance my enjoyment of the game.

Do we know that classes and backgrounds wouldn't default to getting certain perks automatically? Like all mages get the arcane knowledge perk?

Same way here. My Elf Mage could careless about the Chantry so extra dialog options regarding that for her I will ignore, but for my Pro-Chantry Human Warrior/Templar, he will take those extra dialog options.

I definitely will RP based on class and race. Unfortunately I don't see anything intriguing for my male qunari warrior. I hope there is something like knowledge of combat tactics, animal tracking, or history of the Qun (even if my character is Tal-Vashoth). It would also be cool that the only way you gain these perks is by visiting your library at your Keep.

inventory space sounds very nice too
forget the herb one, that just gives us a chance to get more herbs
Id probably prioritize any to do with crafting for armor and stuff, maybe not for gathering materials, but anything that would give a bonus to my created arms and armor...

enhanced studies and exclusive training probably are in some way a form of combat training specific to different classes though we will have to wait and see for certain.
And demanding that say the elves have a perk on dalish lore is kind of funny. Sounds more like reasons why you should have free perks over others more than concrete reasons why you should already know it. And that of course is even assuming that there is one.
Now the history one may delve into them a bit but that is easily stuff the dalish actually might not know about their people normally.
