He isn't pointing it at her, he's pointing it at the missive he just posted.
You have your perception of Sebstian, which attributes to him a lot more depth and characterization than I think the character possesses. And you have a decided slant toward Anders, who was your LI. I get it. You want to believe in the character you prefer so you head canon a lot of stuff that makes the antagonistic character less desirable. When the truth is, Sebastian's biggest flaw is he's simply very boring.
As far as I'm concerned both are the bottom rung of a list of mostly (aside from Varric, and possibly Aveline) forgettable companions. Anders is crazy and mentally unstable, but then so are most of the other companions anyway. He's certainly not alone in that respect.
Doesn't matter. You're not suppose to point a loaded weapon anywhere near an individual. Mistakes can happen, and it could be fatal.
Anders is neither crazy nor mentally unstable. In fact hes the most stable of the bunch considering the dire situation Kirkwall at the time. The only fault that he has is taking action against corruption of the chantry, and the corrupted politicians in the city by allowing the Templar's to hold too much power over them.
