I believe they'll upload to the Keep, and will be ready for tweaking once you've finished you're playthroughs.

Just a reminder there isn't any direct upload only a character portrait , sex , race , class of your character . No plot points !

No. Start before, there's no benefit waiting and they will automatically upload when syncing is re-enabled.

Thats sad I was/am hoping that the plot points would be a huge part of the keep since the plot and the way you manipulated is the easily the biggest reason for revisiting old characters

The Keep exist to once and for all fix the bugs in the save games. If the Keep would import plot points from BSN it would still have a good chance to contain wrong plot flags simply because there are issues with the flags. And this is why the only way to eliminate the wrongly set flags is to not have the Keep import any plot flags at all.

aside from that you cant get the saves off a console.

I was wondering, does Dragon Age Keep basically just assume that you have played all of the DLCs or do you have to have them registered to your account?

That's good, because I never wanted to play the DLC for DA2 and it's good to know I won't be penalized for that. I spoiled myself silly on Youtube with the content of said DLC so I'll know what choices to make.
