Gaider has a blog post on Tumblr from quite some time ago which basically describes that the entire studio probably has great ideas for a game design or something like that. 

 

I do hope someone else that remembers it better will go get the actual link...

They can't accept un-solicitied game ideas. For various legal reasons.

I think it was a reblog from askagamedev.

 

To have your idea made into a game you would need to be the exec producer of a game studio and have your fellow developers agree with it.
